Study On The Current Situation And Countermeasures Of Rural Homes For The Development Of Ethnic Areas In Gansu

Rural five guarantees system in rural China is a traditional social assistance system, in the maintenance of the survival rights and interests of rural vulnerable groups,reflect social fairness and justice has played an irreplaceable role. The main form of homes for the elderly in rural five centralized support,is to support the "three object", "Five Guarantees" and the reception of community elderly pension services.Along with our country entering the aging society,in addition to the acceleration of the process of social endowment insurance,put forward new higher requirements to the rural five guarantees system.To strengthen the construction and management of rural homes for the elderly,and to explore the nursing homes development path during the period of social transition.To better implement the "Five Guarantees" policy,to solve the pension problem in rural areas has become the problem,which government and the whole society to pay attention to it.This paper mainly focuses on the study of the ethnic groups in Gansu area,through the empirical study development of ethnic areas of four typical rural homes for the elderly,Using of sociology, ethnology, social security and other related theories and methods,analysis of the current development status of rural homes for the elderly in ethnic areas of Gansu province and the main problems.The analysis of Gansu ethnic areas due to the fragile ecological environment, backward education, lack of talent,lack of capital investment and the complex ethnic,religious and other social factors,is mainly caused by the lack of funds to homes for the elderly in ethnic minority areas,shortage of professional staff,low level of socialization.And in the light of the main problems,and puts forward some countermeasures to improve the development of nursing home. Points out that we should broaden the channels of funding sources, and to enhance the professional level, establishment and development in ethnic minority areas of five guarantees supporting laws and regulations, strengthen publicity and other aspects to promote the development of nursing homes,in order to explore the effective ways for the development of nursing home in the new period.In this paper,through the research that,in the minority area of Gansu,the poor economic condition and society in the rural social security system under the condition of incomplete.Rural five guarantees system will exist for a long time, homes for the elderly pension concentrated will still be the main mode of pension.With the accelerating process of social endowment insurance, Rural Empty Nester and disabled elderly increase,The functions and development direction of the current rural homes, will face a new transformation. By drawing on the developed provinces rural homes for social reform path, we can expect in the future development of ethnic areas, homes for the elderly will be through social reform, to achieve transformation and upgrading. It makes use of the original land,facilities and professional services and other favorable conditions,Through privatization, public building public homes for the purchase of services, improve the nursing management level and the level of socialization,continues to play a supporting role in the rural old-age service. Finally through the conversion functions,benefit from the expansion of the crowd,really become a major force to solve the problem of rural old-age.
