The Cooperation Pattern Research Of Multiple Subjects In Public Cultural Service System Construction

In recent years, with the gradual growth of the civic cultural needs, and the rapid development of the public cultural service of multi-subject, except for the limitations of the government monopoly of the public cultural products and services, it is imperative to construct the multi-cooperation model of public cultural services.The multi-subject of public cultural service mode of cooperation refers to a governance mode that the government, communities, businesses and nonprofit organizations other multi subject can fair cooperite, jointly participate in the construction of public cultural service.However, due to the different of their goals and interests,if it is not perfect that the poor communication, cooperation and coordination mechanism among cooperation,and not clear that the distribution of benefits and other issues it will seriously hinder the smooth development of cooperation. So in the construction of the public cultural cooperation mode, we should clear the role of each subject,establish and improve the rights and responsibilities shared linkage mechanism, deal with the relationship between each subject with the perspective of collaborative management,and then build a diverse body open and flexible orderly competition, reciprocity and win-win.This paper consists of six parts in total. The first part introduces the background of the topic of the article significance, review, research methodology and research framework, research and innovation, and the lack of research.The second part introduces the theory of the multi-subject cooperation in public cultural service. We involve from multiple subjects, practical needs as well as multi-start on the main outline of the three angles in the construction of the theoretical basis of public culture, and pointe out that public cultural services in multiple subjects, including governments, communities, businesses and non-profit organizations, and analyze the different participatorsThe third part is a public festival in Shanghai, the main mode of cooperation multivariate analysis. In the Shanghai public art festival,we selecte four typical cases of multiple main mode of cooperation that Shanghai Competition, Dapuqiao Community Cultural Centers, "Culture into the Subway Project," and Caring the small theaters.And we list the main categories of multiple modes of cooperation that are government-led model, market-oriented and social forces.The fourth part is the plight of public cultural services in multiple subjects facing cooperation and cause analysis. Pointing out the problems faced by multi-subject cooperation is mainly involved in the subject of public cultural services more single, each body awareness and failure of will to cooperate, the lacks of motivation and interest for the main part of the participation and cooperation of abilities, the indeterminacy of distributionof of the multiple main responsibilities of cooperation. The reasons for co-generation are the faultiness of the dilemma laws, the imperfect of coordination and management mechanism and the defective of regulatory mechanisms for the cooperation of multiple subjects.The fifth part is mainly about the practice and experience of enlightenment of the multiple main foreign cooperation. First we introduce the current situation of public cultural services development of the US, Japan, France and Britain in four countries, and analyze the type of cooperation of multiple subjects participating countries. Eventually we come to learn from foreign experience in collaborative participation of multiple subjects, namely to promote public cultural services market, focusing on non-profit organizations play an active role and the establishment of public-private partnerships.The last part is to investigate the improvement of public cultural service of multiple main mode of cooperation path. It Points out the need to establish an incentive mechanism, demand expression mechanism, rights and responsibilities shared linkage mechanism, competition and cooperation mechanisms and regulatory evaluation mechanisms to improve the participation of multi-subject cooperation,so that forming the mode that the government, communities, businesses, non-profit and organizations complement each other, collaborate and build public cultural service of the multi-subject cooperation.
