An Analysis Of Developing Mode Of Shanghai Cooperation Organization

The differences of the modes of international cooperation are due to various politics, economy, history and characters of the nations. Although the developing mode of Shanghai Cooperation Organization (SCO) draw lessons from other regional cooperational organization's experiences, it has the characters of itself: it come from"Shanghai Five"regime ,which made it's modality become tigher from loose, advanced from primary, multipleunit from single. After this change, all kinds of cooperating regimes of SCO have been substantiated and consummated. But achievement can not cover the problems up. As are result, some measures for this organization to consummated the developing mode of itself become a vital task for all the member states.There are three parts in this thesis: In part one, the author expounded the cooperating mode of SCO nowadays. Firstly, the author affirmed the pattern of this organization. Secondly, the author described and analysed the operational mechanism of this organization. Thirdly, the author induced the cooperating direction and aim. Finally, the author induced the basic features of SCO's cooperating mode.In part two, the author expounded the characteristics of SCO's developing modes. There are three sections in this part. Firstly, the author believe that SCO insist sovereignties of member states. Secondly, the author believe that the participating members of SCO are fellowship and this organization is not a kind of alliance. Finally, the author believe that SCO is an opening organization.In part three, the author expounded the confinement factors in development of SCO. The author believe that these confinement factors not only come from inside of this organization, but come from outside as well. The inside confinement factors are: the complex relationships among members; there are limitations and shortage in it'regimes; SCO's attraction to the members is limit. On the other hand, The outside confinement factors are: USA, European countries, Japan and Islamic countries'stratagem in Central Asia bring bad influence to this organization.In part four, the author expounded the developing mode in future. At first, the author believe that on one hand, SCO should make itself as a notional community. on the other hand, it should guarantee the sovereignty of members. On the base of it, it must set up a unitive and harmonious human cultural space. Secondly, the author believe that SCO should consummate it's mode of"cooperation-security"in security field, and in economy field, SCO should strengthen the contact with other states or organization.
