From the perspective of North Vietnam, This paper mainly analysis of its foreign policy and its changes of relations with China and the Soviet Union from 1954 to 1975. The Geneva meeting held in April 1954, under the persuasion of the Soviet Union and the Chinese Government, the North Vietnamese Government accepted the Geneva Agreements, reached an agreement with France. The relevant provisions of the Geneva Conference haven’t been complied with, the expectations that reunification of the country turned into the foam. South Vietnam, supported by the United States, established an independent government which divides the Vietnam into two states. In order to achieve the target of national independence and reunification, the North Vietnam expanded diplomatic activities with China and the Soviet Union actively, obtaining material assistance from Socialist allies. Only through ―iron and blood‖ of baptism, can North Vietnam achieved the unification of the country. The war is inevitable.This dissertation combed the anti-American resistance for national salvation through the point of North Vietnam’s foreign policy, while analyzing the pros and cons of North Vietnam during the war. On the background of the Vietnam War, the author studies the change and development of North Vietnamese diplomatic relations with China and the Soviet Union. Meanwhile gave an answer to the change of the diplomatic relations in different stagesAlthough the theme of today’s society is peace and development, Small-scale war occurs frequently, even more than the cold war period. International contradictions and conflicts are emerging in an endless stream, especially those who like Vietnam, has unique geographical location and national interests crisscross, which can easily lead to international tensions and conflicts in the region. The author tries to study flexible diplomacy policy during the Vietnam war and sum up some experience for smaller States when they carries out diplomatic activities to the great powers,it can prove that smaller countries plays an important role in the international system. This paper attempts to explore effective ways of solving conflicts and wars in order to achieve the goal of promoting the stability and cohesion of the international community.
