The arrival of the knowledge economy era is accompanied by frequent personnel cross regional flow and circulation, and the talented person backflow phenomenon is the product of the era of globalization. In this war without flame, each country will be eyeing the international talent market, to seize the commanding heights of high level talents. In fact, this is more of a comprehensive national strength, related to the macro strategy of government and a test of a country’s social development and maturity. There is no doubt, in the western developed capitalist countries, the development of civil society system is relatively mature and perfect, social organizations playing an important role. Public governance is more diversified, the government and social organizations to achieve the tacit cooperation, playing an important role in the introduction..This paper is mainly through the method of literature analysis and case analysis to review the Chinese government talent introduction policy and the development of hub type social organizations with the characteristics of China, as well as the development of China’s overseas talent introduction mode, and then to Chinese science and Technology Association as an example, in-depth analysis of the Home Program’s implementation background, achievements and problems. Finally, on this basis, puts forward the corresponding countermeasures and suggestions, in order to provide some reference for the construction of China’s civil society system, the hub of social organization and the improvement of the introduction of high-level overseas talents.
