During 35 years of reform and opening up, China has undergone tremendous change and achieved the successful historic transition from a highly centralized planned economy to a vibrant sociali st market economic system. Labor relations as a basic condition of the socialist market economy and one of the core social relations play an important role in the national economy construction. Continued optimization of labor relations can promote the soun d development of the social economy, and are closely related to the long-term stability of society. Excellent labor relations are also inseparable from fast changes of the economic development way. It is already a social consensus that establishing harmoni ous labor relations are important foundations for building a harmonious society.The two sides of established labor relations, i.e., the labor and industrial interests, exist inherently. Especially during transition of economies, under the intense domestic and international economic environment vibrations, conflicts and contradictions between employers and employees cannot be avoided, and the gradual evolution of incidents of mass labor relations are becoming normalized. However, today’s incidents disposal of mass labor relations still exist many shortcomings. There is still a considerable gap when compared with the modern Western countries.Nanwan street in Longgang District is one of the earliest units to carry out the construction of building harmonious l abor relations. Along with the dramatic changes in external and internal economic vibrations, volume of labor disputes is still high. Group events and major cases of employers are frequent, and the proportion of cases of extrajudicial demands substantially increases year by year. In the context of the real and the ideal conflicts, Shenzhen authorities had to face many challenges including reconciliation of labor appeals and interests of employers, the deep impact of the economic situation at home and abroad for both employers and employees, and the flexible and rigid measures of service-oriented government and disposal of the difficult balance of rights and safeguard stability.This paper studies large number of cases of mass labor relations in Nanwan street of the Longgang District. From the practical work, by analyzing the current labor cases handling, the problems existing in employment issues, and the difficulties of performance and disposal, this paper is committed to propose practical preventive measures combined with the classic case. By the use of empirical research, theoretical measurement, comparative study, systematic research, literature research, questionnaires, case study and other methods, the paper reveals the existence of the problem and provi de for the study of the typical material. Learning from the experienced Western countries, this study explores efficient and proper dispose of the mass labor issues and an operating mode in line with the current environment considering the limited resource s. Meanwhile this paper also responses to the plight of the disposal group events and challenges in the real world in Shenzhen, and strive to provide a sample for reference model for other districts and municipalities. At a deeper level, it puts forward a sound measures and countermeasures to maintain the right to the majority of vulnerable groups and coordinate the conflicts between employers and employees. It also meets the growing demand for legal for both employers and employees, and has certain signifi cance for the safeguard of social stability, economic stability and the social fairness and justice.
