With the rapid development of the Internet and the growing popularity of Open Data movement, the application demand of the smart city and information consume are increasingly expand, the need for Open Government Data is also mounting. Open Government Data is to open a lot of raw data, using the "machine-readable" form, so that anyone is free to use, transfer and sharing; the data resources of Open Government Data are known as the government’s open data. Open Government Data is easier said than done. Comprehensively analyze the Open Government Data status quo both at home and abroad, at present our country government data open, though certain data base, it still faces some problems. In the macro level, the Open Government Data is faced up with the problem of small data scale and the lack of unified standard. In the micro level, how to Open Government Data is a serious problem the government encourtered as well. How to describe and publish the data? How to let users find and use these data?We take the government’s open data as the research object. In the view of the domestic Open Gocernment Data problems and challenges it faced and based on the relevance of the government’s open data, this paper analyzes two important issues on the basis of Linked Data: the semantic description of dataset and the entity identity of the dataset.Firstly, we study the relevance of the government’s open data. The relevance of data reflects the inherent value of data resources. This paper builds a four-dimensional model, analyzes the relevance types of data from different dimensions and evaluates the value of relevance. According to the four-dimensional model, we put forward a solution on the basis of Linked Data. The problem of semantic description and entity identity are the key of the solution. We also describe the causal relationship of the semantic description and the entity identity.Secondly, the paper learns on the semantic description of the government’s open data. To analyze the semantic description of dataset, we build a semantic description model from the description layer, linked layer and application layer. Classifying the dataset and describe the dataset in the method of external and internal semantic description. The external description includes the metadata identification information, dataset identification information, dataset rights information and maintenance information. In the end, the paper tackles the problem of internal description using the domain ontology.Finally, we study the issue of entity identity of Open Government Data and analyze the type of entity identity. Based on the dataset dimensions of Open Government Data, we build an entity identity method. It includes “the identification of dataset internal structure"build an index file"entity identity”. We propose an identification method based on the attributes and attribute values similarity calculation and use the real government’s dataset to verify the feasibility of the method. Eventually, we parse the experimental results and summarize the inadequate of method.
