"Open government data" has become the world's development trend.According to the United Nations 2018 E-Government Survey Report,there are 139 countries with open government data portals,and more than 250 governments(including central and local governments)have proposed and implemented the "Open Data Action Plan."Education data from the government,as a type of high-value data resources,has always been a key area for governments to open data.Open education data is one of the important measures to ensure education equity and promote lifelong learning.At present,China's educational open data practice is in a state of development,and various data problems are becoming more prominent,including low openness,multivariate heterogeneity,and data fragmentation.In this context,the main work of this article is as follows:(1)Based on the investigation and analysis of the development of education data in the UK,based on the current development of education data in China,clearly constructing education-related data as an entry point to aggregate education data in China;(2)Propose and design an educational data aggregation framework including the original data layer,RDF layer,association layer,aggregation layer and application layer.The framework can not only aggregate all the education data sets in all local government open data websites in China,but also aggregate the education related data sets in China to LOD;(3)According to the five-star rating model,the basis for constructing linked data is to build an ontology model for the data.For this reason,this article uses the seven-step method proposed by Stanford University to establish an ontology model that conforms to the characteristics of China's educational data.And several attributes.(4)To achieve the construction and release of education-related data,the SPARQL query graphical interface was built using PHP language,and the semantic links between different data sets were established,and the link between education-related data and LOD was also established.(5)On the basis of investigating the development of open data metadata at home and abroad,build a unified model of metadata for China's education open data resources based on DCAT version 1.1,and use JSON-LD syntax for semantics on China's education data sets Callout.Based on the above work,the joint query semantic aggregation application of local and remote endpoints is realized.This article aims to put forward a set of practical aggregation schemes for the opening of educational data in China,and at the same time provide some reference and reference for government data opening in other fields.
