Application And Research Of Open Government Procurement Contract Data Standard Under The Background Of Open Data

In the context of open data,government open data has received increasing attention.In the Open Data Charter jointly signed by the G8 in 2013,"finance and contract" was listed as one of the 14 high-value open fields,which shows that contract data plays a very important role in government data release.Although Chinese current government contract data has been released,there are still problems such as low openness,multi-source heterogeneity,and published data fragmentation.In order to further improve the openness of Chinese government contract data and promote the use of contract data,this thesis will aim at the development of Chinese government contract data to meet the open contract data standards of Chinese specific national conditions,and further improve the degree of aggregation of contract data through the use of associated data technology.So the main work of my thesis is as follows:Firstly,we investigate the situation of contract data released at home and abroad.On this basis,we find out the inadequacies of government contract data release,learn the international mainstream contract data release standards,and open to the open contract partners(OCP).The contract data standard is an example,detailing its data model,the meta data required for each stage of contract data release,and the release mode and release structure of contract data.The countries that successfully implemented the open contract data standard in the world were surveyed,and detailed explanations were given from the aspects of release background,release policy,release status,and release results.Mainly surveyed the United Kingdom,Ukraine,the United States,Colombia and other countries and regions.At the same time,based on the status of Chinese contract data release,in view of the internationally successfully applied contract data release standards,we designed an open contract data standard that conforms to the specific conditions of Chinese contract data release,and used the open contract data standard designed in this thesis to present the existing China.The example of contract issuance in Shenzhen is expressed in standard mode.Based on the contract data expressed in the standard mode,this thesis will introduce the associated data technology to further represent the government contract data to improve the aggregation between the contract data set and other related data sets.The main work of this thesis is to design a set of open contract data standards that are in line with Chinese specific national conditions and import link data technology to provide theoretical reference and reference for the further release of Chinese contract data and other government data.
