The Study On The Legal System Of Information Support

With the advancement of the informatization in China, the social Information divide phenomenon increases gradually. Especially in the information age, the participation of social life is mainly achieved by information and communication facilities and network. However, the obstacles about information retrieval and utilization with Information vulnerable groups make their own life inconvenient. What’s more, those obstacles affect their further participation in social, political and economic life, it is not conducive to the realization of social fairness and justice, at the same time, the personal information quality difference also affects the national informatization processes. The information support law and poverty alleviation policy was on the agenda.Information support law is the inevitable requirement of building a legal system countries, it is helpful to perfect our legal system security system of the vulnerable group, and complement our information legal system; At the same time, this also is the embodiment of the social contract responsibility of the government, as the owner of public power, government has the responsibility to understand needs of information vulnerable groups, to provide barrier-free environment and fair information service and to establish the relevant laws and regulations in time.This paper explores the domestic and foreign information support theory research and practice, redefine the concept of information vulnerable groups and information support. By using the social contract theory, the anti-poverty theory and the information gap theory as the theoretical tools, this article analyzes the process of the domestic and foreign information legislation. Under this background, it analyzes the legal framework and specific contents of the foreign information legal support legislation. Combining with the information aid projects of foreign countries, it puts forward some suggestions on the information support legislation of our country, and designs the system of information legislation in our country.
