Study On The Construction Of Service-oriented Party Organizations On The Village Level

In terms of the importance of grass-roots work in China’s socialist modernization, the construction of service-oriented party organizations on the village level plays a key role. Taking the practices of Xia Town Shanxi Province as an example, the author points out the universal and particular problems existing in the construction of service-oriented party organizations on the village level through designing questionnaires, consulting authorities, and conducting interviews, and identifies the causes of the problems through further analysis. Treating the construction of service-oriented party organizations as a systematic project, the author summaries the practices and experiences in the construction of service-oriented party organizations around the country, and proposes corresponding solutions.The dissertation consists of three parts:the instruction, the body and the conclusion.In the instruction part, the author introduces the background, significance, and current research status, methods, difficulties and creativities on this topic in China and around the world.The body includes the first, second and third chapters. The first chapter describes Xia Town’s practices in the construction of service-oriented party organizations, such as "Create a certain level" and "Four classes to help a poor people or families" and their results. The second chapter by way of questionnaires and interviews points out the problems in the construction of service-oriented party organizations, such as rarity of events held by party organizations, little participation of party members, low quality of service, and the unsupportiveness of people to party members and cadres; provides a systematic and deep analysis of the causes of the problems; and identifies the contributing factors to the problems in the construction of service-oriented party organizations on the village level, such as slow transformation of the roles of party organizations, the vulnerability of collective economy, the poor structure of party members, unsound motivation mechanism, and unscientific appraisal mechanism. The third chapter summarizes the explorations and practices in the construction of service-oriented party organizations around the country, dissembles this systematic project into different parts, including service provider, system, platform, methods, mechanism, evaluation, receiver, and environment, and proposes corresponding solutions.In the conclusion part, the author concludes that in the meantime of developing rural economy it is necessary to improve the service ability of party organizations and its members on the village level, borrow the mature management mechanism from corporations, explore with the assistance of technology the possibilities to create a motivation mechanism suitable for the party members on the village level, and promote the scientific construction of the party.
