Construction Of Service - Oriented Rural Grass - Roots Party Organizations Under New Situation

Being an important part of the work of Party building, the rural basic-level Party organization is the dominant force in making a good job of rural work. The Chinese Communist Party attaches great importance to the building work of the rural basic-level Party and has accumulated abundant experiences and achievements. With the continuous development of market economy and the proceeding of the deepening in rural areas, rural areas are facing lots of new problems and challenges. How to solve these new problems and meet these new challenges have become a new question for the rural basic-level Party organization. The idea of building a "service-oriented party" has first been proposed by the Chinese Communist Party in the report of the eighteenth National People’s Congress in 2012. The new requirement of "promoting the management of modernization of our country" has also been proposed by the Chinese Communist Party on the Third Plenary Session of Eighteenth Central Committee. Why should we build the service-oriented rural basic-level Party in the view of the management of modernization? How to strength the construction of the service-oriented basic-level Party organization? These are the questions the thesis is going to explore and research. Based on this, the thesis is divided into five chapters. The following is its sketchy content:The first chapter is Introduction. In Chapter One, the background of choosing topic is explained; some core ideas like the service-oriented rural basic-level Party, serviceability and the management of modernization have been clarified; research status at home and abroad and research methods and ideas have been stated respectively. In Chapter Two, the service attributes of the Chinese Communist Party is analyzed and observed in the view of the history of the Chinese Communist Party. Meanwhile, the precious experience of the Chinese Communist Party’s giving full play to its serviceability is concluded and extracted. In Chapter Three, the significance of the construction of the service-oriented basic-level Party organization in the view of the management of modernization is concluded and its theoretical basis and theoretical support is combed. In Chapter Four, the status of five research rural basic-level Party organizations in Shaanxi Province is interpreted and analyzed. Their experience of construction is concluded and the existing problems and its reasons are also analyzed in this chapter. In Chapter Five, the ways of build the service-oriented rural basic-level Party are explored from five dimensions-service orientation, service initiative, service ability, service normalization and service quality.
