The Reasons Of Public Emergencies In Baotou And Application Study Of "Grid Management"

In the modern society,when the mine disaster,flooding and huge group events happen, which is harmful to the society and has the worst influence, many cities, can not do the solution quickly, and the solution is lack of power,which means that the government can not only nip it in the bud,but they also do not do the best to reduce the bad influence after the events.Baotou, the largest industrial city and ghetto in the Inner Mongolia Autonomous, has a total population of nearly 3 million and occupies important strategic position in central west China frontier region. With the rapid process of urbanization and rise of new social conflicts, all kinds of public safety events increase dramatically. How to build a peaceful city, to set up an effective contingency management system against threats to public safety has become a strategy objective for Harmonious Society construction and economy sustainable development of Baotou.This thesis uses case analysis to investigate the cause of public emergencies in Baotou, and to find out their commonality; it adopts survey research to analyze the status, features and shortages of current contingency management system in Baotou; Considering above situation, this thesis introduces following solutions, on the basis of learning and analyzing some cities’ experience about managing emergencies in our country through field survey. In contingency management system, the key is to collect precaution information and to solve daily emergency management work, therefore all kinds of public accidents can be effectively controlled. Proposal of article is to take grid management, separate city into several unites base on community, and then to carry out the work of information gathering, conflicts searching and solving, video monitoring system construction, emergency reacting and public security maintaining system built up etc.. Focus on critical issues to complete the whole city contingency management system.This thesis analyses the work and achievements of steadily promoting contingency system construction in Baotou, which takes’ Grid Management’as a starting point. It arrives at the following conclusion that implementing contingency management system construction based on’Grid management’, regardless of some flaws, is to be a shortcut to rapidly improve level of management against all kinds of public emergency in small and medium-sized cities.
