The Strategic Study Of Construction Of Civil Defense Rescue Teams In Ordos City

Ordos’scivil defense rescue team is a folk rescue organization established for wartime air defense and peacetime disaster prevention and control. It is a living force in undertaking wartime air raid, eliminating the aftermath, and also taking peacetime emergency relief missions. As a rescue team integrated medical, communications, transportation, firefighting, epidemic prevention, public security, and first-aid repair, it has faced a lot of challenges and issues in the process of rescuing, drilling, and training.Under the analysis background of the status quo of Ordos rescue team, based on the rescue team construction domestically and internationally, this article’s research theme is to build a well-developed civil defense rescue team.Through methods of practical exercises, case analysis, interview and questionnaire,we have found out that main problems are caused by factors of people, material and the factor of command. So by combining civil defense science, the theory of accident security management, science of disaster, and psychology, this article is to make a study on the causes of some problems in the civil defense rescue team.Regarding the existing problems in Ordos civil defense rescue team, for the subjective factor, i.e. factor of people, this article proposes to enhance team members’ training activity based on the incentive mechanism in HR management method. For the factor of material, it proposes to establish a centralized rescue command platform winning over the training funds from multiple channels with full operational equipment. Regarding the factor of command, categorize the commanding system into three levels of decision-making level, commanding level, and implementation level. Then further clarify the labor division in each level and provide a well-done emergency response process finally. It is set as a fast and effective commanding method and guidance in emergencies to improve the rescue team’s capability of combat conduction in response to emergencies. Also some pilot units are selected to conduct the military drilling to test the feasibility of the project.
