When towards the modernity, the human being is fecing the increasingly serious ecological crisis, forcing us to go back and identify misguided fork in the road. In the process of economic development, our country is also faced a huge threat of ecological environment problems. At present, to protect the ecological environment has become the consensus of all mankind, and to promote the sustainable development of economy has become a common concept and responsibility of mankind. Ecological environment problems are not only a problem of environment, resource, economy or technology, but also a political issue. So there is an urgent need to strengthen the ecological management, and improve the validity of management, making the government’s ecological management get more and more people’s attention. The ecological management of local government as a key link of ecological management should bear the major ecological management responsibilities. Therefore this paper deeply studies the theory and practice of ecological management of local government, conducing to promote China’s ecological civilization construction and the construction of a service-oriented government, which has profound theoretical value and practical significance.It is because of the overlapping world problems such as politics, economy, culture, and religion that make the ecological problems complex and difficult to solve. Dispersivity and complexity of ecological problems urgently need participation and cooperation of multivariate main body. The central government, local governments, enterprises, social public and non-governmental organizations can play an important role in the ecological management. Due to the ecological environment has the property of public goods, the market will have the risk of failure in the allocation of ecosystem resources, so the government must occupy the main status in the ecological management and play a leading role. Of course, the government will also have failure, bureaucracy ignoring the public interests for their own interests or rulers’ one-sided view, or the lack of knowledge and capacities of officials in decision-making, can all lead to the direction of the ecological management appear biased. Therefore, it is need to expand the participation scopes and participants, making more social main body involve in the ecological management. This paper argues that, in the face of today’s complex and serious ecological environment problems, we can build a new multi-subjects cooperation mode of the ecological environment network governance. The model can achieve the management objectives that a single main body cannot reach, forming a new path of the ecological environment management.However, due to the market economy in our country starts late, the political system reform relatively lags behind, plus the long form of protectionism is still not fully eliminated, the local government in the development of ecological management encountered fog and dilemma of contradiction between multiple subjects. In the process of pursuit of maximizing the interests of the administrative region economy development, the competition between local governments heat up. Besides productive dialogue and cooperation mechanism are lack, the ecological management system has limitations, and cross-regional coordination mechanism is relatively weak, lead to the current "Hobbes jungle" station of ecological management of local government. Environmental conflict also exists in the central and local government values conflict, interest conflict and the structure conflict. On the issue of ecological management, local and central government carry out the "boxed pig’s game", as a result, no matter how hard it is central, locals are not actively cooperate with. The cooperation between local government and other main body (i.e., the public, NGOs) is not sufficient, and information asymmetry cause local governments take opportunistic behavior to achieve utility maximization.Based on the review of problems and difficulties encountered by local government in the process of ecological management, this article draw lessons from foreign advanced experience, and put forward the specific ideas for improving the ecological management of local government from three perspectives, namely, win-win management, power and responsibility, and cooperation, three perspectives for the development and put forward.
