Ecological Migration In Government Responsibility And The Logic Of Action

This thesis is found on some basic theories of politics and administrative management science. With the methods of survey research, interview and literature review, it will make a preliminary analysis on the ecological responsibilities of the government in the ecological migration by considering the project of ecological migration in New Barhu Right Banner in Inner Mongolia.The ecological migration refers to a series of measures adopted by local government on its own initiative when the environmental deterioration somewhere has already threatened human's survival. With the organization and guidance of the government, those people who have overborne local environmental carrying capacity will be emigrated from their homeland. In order to make these migrants shake off poverty and have a better life, the government will offer some form of compensation and try to transform their modes of production/livehood from crude farming and grassland farming to highly technological ones, and develop local industry or service industry. On the same time, the government will also take effective actions to restore destroyed local natural environment so as to finally make the sustainable development of population and environment come true.By studying the case of the ecological migration in New Barhu Right Banner, the thesis will point out that the principal responsibility the government should take on in the ecological migration is to both satisfy the desire of survival and development of migrants, and preserve local ecological environment. For local government in a specific ecological migration, it should take on the responsibilities of manage the natural environment, coordinate the interests among different subjects and protect the rights of migrant.Moreover, the thesis also brings forward that in order to more effectively take on its ecological responsibility and execute its ecological function in the ecological migration, the government need to perfect its institutional framework relative to the ecological migration by improving its law system, its democratic system, its ecological compensation system, its risk resistance system, its government supervision system, and its choices of the timing and location when it relocates migrants.
