China Maritime Safety Administration (refer to MSA hereinafter) is a specialized maritime law enforcement agency, whose duties cover the field of marine resources, marine environment, marine science and technology, ship design and construction techniques as well as national ocean rights and interests. Maritime law enforcement officers (refer to MLEO hereinafter) need to have expertise in an extremely complex system, and their needs of professional and technical training is extremely intense. Currently, as a particular expertise law enforcement forces among national civil service, maritime law enforcement officers’professional and technical training is still at the exploratory stage, the professional is not strong. Meanwhile, given that nearly two-thirds of maritime law enforcement officers are technical personnel, the nation-wild professional and technical training is insufficient in coverage and not prominent in applicability and relevance.Based on absorbing domestic and foreign successful experiences and good practices, this study use theories and methods of human resource training in public sector to analyze outcomes and deficiencies of professional and technical training in MSA, to determine the design principles, ideas and specific content of professional and technical training on MLEO.This study focuses on the principle as "knowledgeable and professional" of capability building program of civil servants, summarizes practices, innovative ideas and initiatives on professional and technical training of MSA with aim to establish a new concept, and further strengthen capacity building, give full play to the maritime professional advantages and human resources in national strategy on ocean, better play its due role in the maritime sector and meet the needs of the new pattern of maritime ocean governance system in China.This paper is divided into five parts:The first part is an introduction, which briefly describes the purpose as well as the necessity of carrying out innovative research on professional and technical training for maritime law enforcement officers. This part also systemically sort out theories on human resources development and expertise in public sector, at home and abroad, to determine the research ideas and research methods.The second part of the paper focuses on the content and features of MLEO, professional and technical training, clearly defined the scope of relevant concepts and research objects, and systemically discussed domestic and foreign theories, viewpoints and techniques of training needs analysis.The third part of the paper detailed the status of professional and technical training on MLEO and analyzed the shortage and deficiencies of professional and technical training in place from six aspects. This paper also explored deep-seated reasons of aforementioned deficiencies in terms of theories on training management system and needs analysis.The fourth part of the paper analyzed innovative practice in terms of human resource development and capability building program in developed countries and international organizations,taken Australian Maritime Safety Administration, International Maritime Organization and International Labor Organization as example, introduced their good practices and successful experiences and brought the lessons learned forward in aspects of institution and ideas.The fifth part of the paper, a comprehensive analysis of the content and professional characteristics of China’s maritime administration, the application of the theory expounded fulfill the specific requirements of professional and technical management functions maritime law enforcement capacity, proposed under the new situation innovative professional and technical training mechanism should be followed The basic principles and specific measures proposed.
