| In the twenty-first Century of economic globalization and cultural diversification,"rule by law" has become an important goal for China to achieve modernization and realize the great rejuvenation of the Chinese nation.As an important military law enforcement force in the border coastal regions and entry and exit ports deployed by the country,the public security frontier forces undertake the critical functions of maintaining the state sovereignty,security and the public security stability in the border coastal regions,which is the obbligato and critical force to achieve the general target of the socialist country under the rule of law.With the comprehensive promotion of the major strategy of governing the country by law,the Ministry of public security and the border administration have made a major decision to build a comprehensive public security and rule of law frontier defense.To the frontier guards for public security,the level of law enforcement is an important measure to measure the degree of the construction of the border defense forces.In the specific law enforcement activities,the legal personnel,as the first pass of the law enforcement supervision and management,play an important role in improving the quality of law enforcement.The border Administration Bureau of the Ministry of public security has made clear requirements for the qualifications of the legal staff.That is,"the legal personnel should have more than 3 years of law enforcement experience."
