In the twenty-first Century of economic globalization and cultural diversification,"rule by law" has become an important goal for China to achieve modernization and realize the great rejuvenation of the Chinese nation.As an important military law enforcement force in the border coastal regions and entry and exit ports deployed by the country,the public security frontier forces undertake the critical functions of maintaining the state sovereignty,security and the public security stability in the border coastal regions,which is the obbligato and critical force to achieve the general target of the socialist country under the rule of law.With the comprehensive promotion of the major strategy of governing the country by law,the Ministry of public security and the border administration have made a major decision to build a comprehensive public security and rule of law frontier defense.To the frontier guards for public security,the level of law enforcement is an important measure to measure the degree of the construction of the border defense forces.In the specific law enforcement activities,the legal personnel,as the first pass of the law enforcement supervision and management,play an important role in improving the quality of law enforcement.The border Administration Bureau of the Ministry of public security has made clear requirements for the qualifications of the legal staff.That is,"the legal personnel should have more than 3 years of law enforcement experience." This requires all units to select the legal personnel with good experience and good legal quality.However,in the specific implementation of these units,this rule has not been strictly implemented,resulting in a difference in the quality and level of the legal staff.Most of the Law enforcers' professional level and quality,as well as the level of Law enforcer and case handling need to be improved.Therefore,regular and specialized legal training for Prior to work and tenure of the legality is of great importance to strengthen the overall quality and level of the Law enforcer team,so as to give full play to the backbone,leading and driving role of the legality in the quality of Law enforcer.Therefore,regular and specialized legal training for the term of office before the inauguration of the Law enforcer,and strengthening the overall quality and level of the legality team is very important for giving full play to the backbone,leading and driving role of the legality in the quality of law enforcement.This paper is to study in this case.This article is divided into six parts.The first part mainly expounds the research background.In order to give full play to the backbone,leading and driving role of the legal personnel in law enforcement,regular and specialized legal training for the former and tenure of the legal staff is inseparable from the role of the legal system.Through the legal institution training,the professional level and the supervision quality of the legal team can be enhanced.The trained members can not only learn new law enforcement ideas and law enforcement concepts,but also enrich the law enforcement experience and professional skills in the communication with the instructor and other members.The second part mainly expounds the relevant system of the frontier guards for public security Law enforcer.In addition,the rule of law enforcer of the public security border troops are different from the general police work,and have greater responsibility and heavier tasks,and are the backbone of the unit.Therefore,the personal quality of the law enforcer has been put forward higher requirements.Besides professional knowledge and practical experience,a lot of targeted professional training is needed,which is the best way to adapt to job requirements.Enhancing the quality and supervision of the legal staff is not only an important measure to promote the professionalization of law enforcer,but also an effective way to improve law enforcer level of law enforcement units.The establishment of the law enforcer system has the outstanding significance in specifying the law enforcement construction.The existence of legislativemembers forms the law enforcement supervision and the management system from bottom to top,which makes the relevant cases are reduced or even restrained from the source.Closely connecting with the masses from the basic level can understand the nature of the issue better,promote the normalization and sequencing in the case enforcement process and prevent the rules of changing by favors.At the same time,it also remits the pressure of not enforcing the law better due to the insufficient staff and disperse duties,which makes the supervision of law enforcement more pertinent and effective.The third part mainly expounds the rule of law thinking,law enforcement concept,laws and regulations and business knowledge that the legal personnel need to possess.As the law enforcement supervisor,the legal personnel should have perfect rule of law concept,rule of law thinking,the leader and demonstrator of law-abiding law enforcement.The law enforcers have laws in their minds,so that they believe laws and advocate the rules of law,they set themselves an example to others in cultivating and applying for the rules of law thinking as the “leaders” when following the rules of law pattern,which can guide and ensure to move forward on the correct pathway.We should take various effective forms to strengthen the education and training of rule of law,so that every law enforcer can deeply understand and remember them,and use these connotations to guide the police's law enforcement behavior.Laws and regulations and related business knowledge are the Basic skill that the law enforcer must be familiar with.The fourth part mainly expounds the Legal training methods of the law enforcer,including the centralized teaching,the study with the post and the regular meeting of the legal staff.First,the centralized teaching: before the law enforcers start working formally,they teach them together by special training,comment on cases and learning with a regular lass,they guide and help the members to make sure their working tasks and responsibilities further,and solve the problems of what to do and how to do it.Second,study at the post: select those who have the outstanding comprehensive quality to study and work at the post in the first line legislative departments and law enforcement units,by studying at the post,they can enhance their operation capability,they often pass on the experience by the operation communication in all areas.Third,the regular meeting of the legal staff: the legislative department analyzes and summarizes the problems existed in the law enforcement works and holds the regular meetings at regular or irregular intervals,organizes to learn the relevant laws and rules and carries out the special learning about the new laws and rules;it also organizes to research and discuss the enforcement difficulties and main problems existing in the daily works and solve them;besides,it organizes to learn the relevant law enforcement works to perfect the daily law enforcement supervision further by the experience communication meeting and other forms.The fifth part mainly sums up the difficulties and their roots in the law enforcer of the legal training.At present,the legal training is divided into two main aspects: first,the law enforcer training system is not perfect: the overall and systematic law enforcer training system has not been established for a long time,as well as no relevant training teaching system,the current legal training system often causes absorbing little legislative knowledge after the training ends,the comprehensive quality promotion and the operation capability by leaps and bounds are also the idle dreams,which causes they can't suit for their own position and the need of the practical and complex works after training and wasting the human resources and training resources.second,the training effect can't reach the expected target: some units and law enforcers don't focus on the legal training,which causes the training becomes a form and difficult to obtain the expected effect,so it promotes little to the practical works.The main reasons are divided into three aspects: first,the training fails to combine the personal situation of the legal enforcer and the status of social development,and the lack of pertinence and effectiveness.Second,the construction of the teacher team is insufficient.Third,the assessment and evaluation is not in place.The sixth part mainly elaborates the suggestions for strengthening the construction of the mechanism oflegal training for legal personnel and improving the quality and effectiveness of training.It includes:first,making an analysis for the needs of training in a solid manner.The legal requirement analysis of the legal personnel is the basis of improving the quality and effectiveness of the legal training for the law enforcer.What kind of legal work ability and comprehensive quality of the legal personnel of the front-line frontier defense military personnel need will provide the prerequisites for the solution of solving practical problems at the counterpart,confrontation,and confrontation.Second,we should actively explore and innovate the legal training ways and methods of law enforcer It is necessary to carry out the planning and setting of the relevant content and problem solving in the teaching plan and target of the legal training for the legal personnel based on the focuses and difficulties in the training needs of legal personnel,and actively explore and innovate the teaching method of the legal training and flexibly adopt corresponding training methods because of different people and responsibilities.Third,we should adopt an effective assessment and evaluation mechanism to mobilize the enthusiasm of the legal personnel for participating the training and give full play to the subjective initiative and creativity of the law enforcerFourth,to build a high-quality,highlevel teaching staff,the teachers for the legal training can implement a combination of full-time and part-time,composed of excellent teachers both inside and outside the industry,and further improve the training and incentive mechanism of training teachers.Finally,it expounds the important significance of enhancing the construction of the legal training mechanism of law enforcer.Through a lot of reading on the public security organs of on-the-job training and training of the legal
