Study On The Countermeasures For Cooperation Of Police And The Mass Against Terrorism In A City

In recent years, “the strengthening and innovation of social management” has become to the priorities of the party and government. Social management is not only the method for the governance but also an important factor relating to the economic and social development. Because of the extremist religious ideas and ethnic separatism parked into Xinjiang, some of the Uighurs become terrorist and lots of terrorist attacks have been made by them. People’s lives and property is threatened seriously by terrorists. To maintain social stability has been paid close attention by governments at all levels as the most important part of social management. As the dominant force for counterterrorism, public security authorities are responsible for the social order and stability. In addition, preventing, stopping, and investigating crime, including the law enforcement and regulation development are also important responsibilities for the public security authorities which are the essential state authority in social management field. More and more terrorist attacks, such as “7.5 incident” in 2009, “10.28 incident” in Beijing, “3.01 incident” in Kunming, “5.22 incident” in Urumqi, make the counterterrorism become the focus topic in city public security field. Faced with the grim situation in the fight against terrorism, public security organs gain lots of pressures. Inadequate police reserve and faulty emergency response mechanism exposed in “3.01 incident” made “cooperation of police and the mass” become a new object in social management field, so the innovation on the mechanism of “cooperation of police and the mass” is a really pressing need.This paper has five parts: The first part is the research background, elaborate content and research status of research; the second part of the police anti-terrorism cooperation elaborate concepts and theoretical basis for further study of police counter-terrorism cooperation theoretical support; Third chapter describes the status quo city A police anti-terrorism cooperation from the police subjective factors, objective factors and inadequate legal policy level analysis city A police cooperation in the fight against terrorism exists, identify the problem, further proof necessity police cooperation against terrorism; Fourth chapter based combat, methods and approaches are summarized under the social management innovation sight of police cooperation against terrorism; Chapter suggestions put forward anti-terrorism police cooperation in this innovative management.Increased interaction between the police and citizens in counterterrorism is a new challenge in the studies on social management. And to carry out the practical work in this field needs theoretical guidance. In order to fulfil the new requirement of social management, according to the theoretical framework and the implement countermeasures, we try to explore the interaction between the police and citizens in counterterrorism field. In this research, the disadvantages in cooperation of police and the mass to promote counterterrorism in recent years were found, furthermore the measures or advice were also been studied and provided.
