A Study On Influence Factors Of Fujian Provincial Copyright Protection

As an important system of intellectual property protection, copyright protection has played a fundamental role in building innovation-oriented country and cultural power. Meanwhile, the development of copyright industry has also become a new growth source of regional development. However, with the progress in science and technology and the development of society and economy, the development and improvement of copyright have still been restricted and effected by numerous factors sometimes. In order to get some useful information for scientific and leaping development of Fujian province, this paper focused on the current situation of copyright protection in Fujian province which was researched by deeply investigating the main influence factors and actively exploring the perfect policies.Firstly, Combined with the theory of public governance and the theory of government tools, the study discussed the influence factors of Fujian provincial copyright protection, concluded its work performance, analyzed its situation and located its disadvantages from five aspects in this paper, including the legal system construction, the law enforcement and supervision, mass participation, the development of industry and public administration. Secondly, through the theory of stakeholder, this paper debated the consideration of benefit costs among the government, the social public and the copyright correlated person in the system of copyright protection. Thirdly, in order to deeply analyze the influence factors of Fujian provincial copyright protection, the study regarded the education level, working seniority and training frequency in law executers of copyright protection, familiarity of copyright laws, convenient rate of registration and awareness rate of rights as independent variables, carried on theoretical modeling for influence factors of copyright protection, and finally fabricated multiple equation of linear regression. Fourthly, the study designed questionnaires, did field surveys, and finally used the software of SPSS to present the analysis of regression, which had already synthesized the quantization values of copyright protection for 83 counties in Fujian province counted by Fujian Provincial Copyright Administration. Lastly, the study drew a conclusion that all of the variables regarded above, except the variable of working seniority in law executers of copyright protection, had significant effects on copyright protection. Furthermore, familiarity of copyright laws was the most important influence variable. And according to the influence degree from high to low, the sequence of the variables was as follows:familiarity of copyright laws, training frequency in law executers of copyright protection, awareness rate of rights, convenient rate of registration and the education level in law executers of copyright protection. Based on the above analysis, the study gave some suggestions which contained improving local laws and regulations, ameliorating working system and mechanism through coordination of national laws and regulations, enhancing copyright law awareness, law enforcement and supervision capability and serve ability and impoving public service system in copyright domain for perfecting the Fujian provincial copyright protection.
