According to China Internet Network Information Center(CNNIC) in July 23, 2015 released the thirty-fifth China Internet network development status statistics report shows that by the time of July 23, 2015, China’s Internet users reached 6.68 billion, the Internet penetration rate is 48.8%.With the substantial increase in the number of Internet users in China, to real-time, interactive as the main characteristics of the mode of Internet communication, more public participation in political and economic life of the country, outspoken, expressing willingness, share ideas and provides a convenient and efficient platform; and people’s language network language interwoven amplification, and gradually formed a certain influence on the network of public opinion.Network public opinion can make people master the right to know and discourse, public opinion itself and the huge capacity of the derivative out of government decision-making role and influence in the real life is gradually reflected.In theory field, the network public opinion as a new research field, the urgent need for theoretical research to summarize and analyze the theory, in order to clarify the causes and development of network public opinion, and to analyze the positive and negative effects of network public opinion and government decision-making. This not only can make the government more rational, objective and comprehensive view of the development of network public opinion, and help guide the government in the process of administrative management to address the interests of the people, improve the public management measures, to build a harmonious relationship with the public.The article is divided into four parts:In the first part, it analyzes the concept of public opinion and the network public opinion, and points out that the network public opinion has a broad and narrow sense. The paper analyzes the characteristics, functions and the formation of the network public opinion, and expounds the development trend of the Internet public opinion in China.In the second part, the paper expounds the influence of the network public opinion on the government management from two aspects: the positive role and negative influence of the government management.
