| Colleges and universities is special administrative power subject authorized by national laws, which have become the main research object of administrative management in recent years. First of all, colleges and universities are affiliated with the government, meanwhile, the government implement administrative management of colleges and universities, which makes the colleges and universities more closed relative to the other administrative organs to cause the weak supervision easily.Secondly, colleges and universities with administrative and academic dual power structure, and administrative power subject has the dual role as "control" and "service", which lead to centralized management system and power imbalance.Practice shows that college has become a new hotspot of corruption crime, which link to the flaws of the administrative power control mechanism in colleges and universities, but now theoretical researches in this field are less. Thus, under the background of promoting national modernization in management system and management ability, we should focus on researching the control mechanism of administrative power of colleges and universities, which has become an urgent need and the practical significance of important topic.Firstly, based on the core concepts and related literature at home and abroad, this paper puts forward two kinds of control methods of administrative power, that is power restriction and power supervision. Comparing the differences between power restriction and power supervision in four aspects, such as the relationship between the subject and object, the way of power allocation, the mechanism of power operation and the form of responsibility. Power restriction research on inner strength of the power system, which is a two-way constraints and containment based on the premise of the separation of power. Because all power main parts are involved in the whole process of power operation, they should take the direct responsibility at the same time.Meanwhile, the power supervision research on how external forces monitors and supervise the subject of power, which is authorized the premise of the one-wayrelationship. Because it covers only a link in the process of power operation, only take the indirect responsibility.University administrative power control is special different from other administrative power control. The paper puts forward that the restriction and supervision of administrative power has characteristics, such as institutional construction, the diversification of supervision, restricting but not balancing, etc.According to the analysis of different subjects of organizational system of administrative control, the current administrative power of university administrative restriction mechanism and administrative power supervision mechanism is pointed out. On this basis, its characteristics and defects are further analysized.According to the analysis of some cadres’ corruption cases in colleges and univer sities, the paper puts forward that the power of the centralised configuration caused th e lack of independence, the subject of each each power between the main body lack of separation of powers, responsibilities and powers of subject external supervision wea kening functions back, which due to the lack of supervision of power restriction and anomie of executive power in the colleges and universities.Finally, based on analysis of the administrative power control mechanism in coll eges and universities according to theory and the reality, the paper puts forward the countermeasures as follows. Improving the division of labor cooperation, internal restriction mechanism of power and responsibility unified administrative groups.Campus power balance mechanism between the administrative power subject is to be improved. Building cooperation among universities, education department, the procuratorial organ of supervision mechanism. Supervision mechanism in the whole process of the multi-party participation is to be establish. |
