At present, our country is in the period of social transition. With the modernization and urbanization accelerating, the way people participate in economic and social life are also increasingly diverse. Along with younger age of juvenile delinquency, youth and teenagers, as an important component of social group, get more and more attention in public media and in different sectors of the society. In 2013, the Central Committee of the Communist Young League and other five government departments together enacted a document, "Opinions on Strengthening Professional Youth Affair Social Work Team", which promote the building of Dalian Youth Affair Social Work Team. Now, the Dalian Youth Affair Social Work Team, consist of 776 people, aims at developing Socially, Professionally and Widely. But, building Dalian Youth Affair Social Work Team is still in its starting stage, the focus in work is doing researches on how to use motivation and evaluation mechanism to improve Dalian Youth Affair Social Workers’ professional quality, passion for work and professional self-identity.After using the researches of building Youth Affair Social work Team at home and abroad for reference, our research used the indicators of CMBI Burnout Scale to interview social workers to find the main problems which influence Youth Affair Social work Team’s stability and professionalism. After that, we combined burnout scale and organizational commitment scale to design questionnaire to investigate the working status of Dalian Youth Affair Social Workers. By using statistical method to find the correlation between the indicators, we successfully explained the problems and putted forward rational countermeasures.After analyzing the youth affairs social work management field at home and abroad in organization building, manpower, and guarantee system construction, we design improve plans, combining the reality of Dalian and our existing experience. Then we discuss the feasibility of the plans and how the current work acts a positive role to achieve the desired effect. After some adjustments, we finally form the reasonable countermeasures.
