Minimum living guarantee system is a social policy that the government in order to alleviate poverty. Its implementation not only breaks the traditional mode of social assistance, but also establishes a new system to better fight poverty in the basic life, while can speed up the development of the social work.In this paper, which uses case interviews, literature survey method, empirical analysis and other methods, getting the Ouhai subsistence security public service as empirical case, using comprehensive analysis methods to analyse and study the development station of minimum living guarantee system in this area, and doing maturity evaluation for rural subsistence security public service, accordingly, recommendations and measures are suggested to improve subsistence security work, which aims to solve the basic living problems of the poor group. The theories and history of subsistence security public service, reflecting the social assistance system of transformation and the policies continuous improvement track. It also describes evaluation index system and maturity improvement method of the subsistence security public service in the base of Ouhai existing station.This paper presents the maturity evaluation model of rural subsistence security public service, which evaluation objects are rural residents. The rural subsistence security public service specific evaluation system is made up of key evaluation indicators. The maturity evaluation study aims to promote the work of rural residents to superior goal, develop the real ideal of rural subsistence security public service to effectively solve the living difficulties of the rural poor, which has some value of innovative practice.
