Research On Urban Living Standards For Minimum Living Standards Based On Expansive Expenditure Model

The minimum living security system is the most important one in the social assistance system,and the minimum living security standard is the core of the minimum living security system,with the aim of continuously improving the social security system and combating urban and rural poverty.The system is a new social relief system that plays a role in safety net protection for the poor and plays an important role in the social security system.The development of the minimum living security system plays a decisive role in the long-term stability of a country's social development and the sustainability of its economic development.The key issue in establishing and improving the urban-rural subsistence allowance system is how to scientifically formulate subsistence allowance standards.At present,the formulation of urban and rural minimum living standards in our country still lacks scientific measurement,and the linking mechanism between urban and rural subsistence allowance standards and price remains to be improved.Therefore,this dissertation uses the Expandable Expenditure Model("ELES",the ELES in the paper)to measure the minimum living standard for urban and rural residents.The purpose is to standardize the method of urban and rural minimum living guarantee,in order to make the minimum living standard more scientific.Sexuality and reasonableness,and form a linking mechanism between the minimum guarantee standard and local price.Firstly,this thesis summarizes and compares the advantages and disadvantages of the current method of measuring the minimum living standard of urban residents adopted by various countries and regions,and then reflects the advantages of ELES to measure the minimum living standard of urban residents in Lanzhou City.Second,ELES was used to theoretically estimate the minimum living standard for urban residents in Lanzhou City during 2012-2016.In the process of using the model,the per capita expenditure and per capita disposable income of urban residents in Lanzhou are taken as two variables,and the selected data are the relevant data for the five years from 2012 to 2016.The main indicator of the measurement of per capita living expenditure variable is consumer expenditure.The data is then processed using SPSS.20 software,and the related parameters are analyzed and verified one by one.Finally,the minimum living security standard for urban residents that meets the economic development status of Lanzhou is obtained.The theoretical value.The model theoretically calculates the three values of survival guarantee standard,basicguarantee standard,and development guarantee standard.It compares the theoretically calculated three major guarantee standard values with the actual minimum living standard value,and finds that the current minimum living standard in Lanzhou City It is a low level,and the standard level at the current stage can only meet the basic survival needs of the subsistence family members.Finally,through the empirical analysis,this paper finds that the minimum living standard issued by urban residents in Lanzhou City is low,and there is a large gap between the theoretical standards and the actual standards of empirical analysis,which further explains the actual level of urban minimum living guarantees in Lanzhou City.There is still a very large room for growth;followed by analysis of the reasons,proposals and measures to improve the minimum living standards for urban residents in Lanzhou are proposed.
