As the social system reform in China, the emerging and development of non-governmental organizations becomes the major force that promotes the innovation of community governance. As one form of non-governmental organizations, owner community is a non-governmental organization that emerges in the reform of urban housing system, its functions in participating community construction and governance become increasingly significant. The subsequent introduction of relevant policies and regulations, the theoretical research in academic field and the constant summon of social practice, especially because of the late start up of owner committee in China, the influences of factors such as insufficient participation of owners and the unsound internal system, the establishment and operation of owner committee are in trouble, all these have reflected the practical guiding significance for owner committee to attend the study of community governance. As long as all parties of community governance as the government, the property service enterprise and owner committee could have clear responsibilities and accurate role definition, will the community governance achieve the mutual benefits status.The purpose of studying public management is to provide the management participants solutions and skills for solving public issues and affairs. Under the macro-background of China’s social transformation and based on the practical problems of community governance, it analyzed the dilemma and difficulties for owner committee to attend urban community governance and proposed corresponding countermeasures by taking several residential communities in Taizhou. To be specific, the study used the governance theory, non-governmental organizations theory and principal-agent theory to study the current status of owner-committee participate urban community governance, and analyzed the difficulties for owner committee to attend the urban community governance through literature studies, interview survey and comparative study, and by referring to the successful experience of urban community governance that extraterritorial owner organizations participated in, it proposed the assumptions to define legal committee of owner committee, to improve the governance capability and construct the benign interaction and long-term safeguard mechanism. Besides, combined with the actual situation of Taizhou, it proposed the countermeasure to strengthen the guidance and motivation, fiscal guarantee, assessment and supervisions of owner committee.In short, the evolution for owner committee in community governance from passively right protection to active participation requires the concerted effort among different governing subjects, and work together for realizing community governance system and the modernization of governance ability, so as to construct a new pattern for community governance.
