Entering the new century, the ecological environment has become a major challenge for us, the deterioration of ecological environment makes environmental issues gain more and more people’s attention. With environmental awareness and civic responsibility continue awakening, a large number of environmental society organizations have sprung up. "Opinions on Accelerating the Construction of Ecological Civilization" issued by the CPC Central Committee and the State Council points out to guide the various civil organizations in the ecological civilization construction field to develop healthy and orderly and the civil society organizations and volunteers to play an active role in this field. In the process of environmental governance, environmental civil organizations and the government start a positive interaction, try to break the previous backward mode of government unilaterally governance, and make it a force to be reckoned in socialist ecological civilization construction process. From a sociological perspective, environmental governance and protection is not only a political process, but also a social process. Environmental civil organizations and government, as the two main parties in the social processes, do multiple social interaction to achieve the common goal. Through the interaction, environmental civil organizations and government get access to resources, or the return of their needs, therefore, this interaction can be seen as a social exchange process. Reducing both parties’sociality in the exchange process, analysing of their interaction stages and the social factors involved in the interaction, will not only provide a new theoretical perspective for the study of environmental social organization and government relations, but also provide recommendations for the development of both interactive institutionalization.In this thesis, the topic is regarding China’s environmental civil organizations and government as the two main parties interact in the environmental governance process. The author select "Friends of Nature(FON)", a representative environmental civil organization in China, as a case study.. Base on existing research results concerning this issue at home and abroad, utilising the social exchange theory, the thesis exploratory studies the interaction between the China’s environmental civil organizations and government, analyses the issues in the interaction type, problems and. This thesis mainly uses secondary analysis, interviews, pattern matching and cronological as methods, is a study that combines theory and experience.The thesis is divided into six chapters:The first chapter is an introduction. It Includes research background and significance of studying the interaction process between environmental civil organizations and government, the study objectives and research methods, the logic of context, and potential innovation and shortcomings in the research.The second chapter is the literature review. In the first section, after a review of the relevant domestic and foreign literature on civil organizations and government interaction, the author collates existing research results, and summaries them. Through the research on the status of foreign civil organizations and government relations, and domestic research process and compares to each other to identify similarities and points out flaws and shortcomings in the researches. In the second section, it’s an overview of the social interaction theory, focusing on the introduction of the concept of social interaction, interaction type and the main schools of the theory.The third chapter, the author analyzes the interaction between the FON and government, illustrate the problems that FON had met and the strategies FON had chosen at the primary stage. The first section indicates that this period the interaction type is indirect interaction which takes the media as an intermediary. The second section is about the problems that FON had met. The third section discusses the strategies FON had took to solve the problems.The fourth chapter is about the interaction between FON and government at the developing period. At first, the author indicates that at this period the interaction type could be regarded as an process of social exchange, and explain the reason why the interaction type would change. Then, the problems of this time have been presented. At the end of this chapter, the author analyzes what strategies FON had chosen.In the fifth chapter, the author summary the interaction at FON maturation period. With cases, the author analyzes the trend of the interaction between FON and government. What’s more, the problems and the reason that caused the problems have been illustrated.The sixth chapter is the conclusion and further discussion.
