With the development of civil society and nongovernmental organizations, the requirement of nongovernmental organizations involved in public policy formulation process is more and more intensely. They use a variety of ways and means to influence public policy. Government is no longer the only main decision makers of public policy. Private citizens tend to choose to express their own interests in the form of organization. That non-govcrnmental organization takes part in government policy to expresses the interests has become the certain of social development. The main body of public policy participation develops towards to be diversified, which is in favor of not only making up for the limitations of the government as the only decision-making, but also enhancing the scientific and democratic of public policy.However, the number of the non-governmental organizations which can effectively participate in the public policy process is low at present in China and the degree of participating in policy is generally low. The role of Nongovernmental organizations in the public policy process has not been fully given attention. There is troubles in that Non-governmental organizations participate in public policy making in our country. The social external environment includes the plight of legal environment and the single way to participate in the policy process and the government behavior includes the difficult position of the limit of traditional concept and the publicity of the policy process is not enough and non-governmental organization itself includes the plight that the lack of capital resources, human resources, independence, the sense of participation and the ability to take part in policy. These aspects cause the plight of Nongovernmental organizations participate in public policy making.This article is consisted of four main parts. The first part explains the ways of Non-governmental organizations participate in public policy making. Firstly, what is Non-governmental organizations participate in public policy making.Secondly.the ways of Non-governmental organi/ations participate in public policy making. In the second part.with the experience of "friends of nature" to aivalyzes the possible ofNongovernmental organizations in China involved in public policy making. First of all, introduce the theoretical basis of Nongovernmental organizations participation in public policy making. And then focus on "friends of nature" to engage in public policy formulation of several typical cases.In the final analysis the "friends of nature" to engage in public policy making is feasible and practical significance.The third part,I try to from the government, non-governmental organizations and the social environment research angles to analyze the plight of Nongovernmental organizations participate in public policy making. The five part,the paper analyzes the measures for perfecting the Nongovernmental organizations participating in public policy making. These measures contains perfecting the external environment of non-governmental organizations participating in public policy making by accelerating the construction of relevant laws and broadening the way to participation in policy, enhancing the support of government from the government change the concept and improve the government information disclosure system, perfecting the factors of non-governmental organizations to take part in public policy making by broadening the sources of funds, enhancing the construction of human resources, straightening out the relations with the government, improving the ability in policy. All mentioned above means to improve non-governmental organizations join in public policy making from three aspects that government, non-governmental organizations itself and social environment.
