Study On Problems And Countermeasures Of Pension Model In Urban Community, With The H Community Hefei City As The Example

It is very important for each county to ponder carefully, under the rapid development of economic conditions and globalization. People’s living standards, health conditions and average life expectancy, all of them had risen, so the problem of ageing population became serious Especially in China, there are a large population base and serious age structure is irrational, plus the differences. In economic levels between cities. The regulations of the elderly can not be implemented because of lacking the rules. Therefore the Chinese characteristic way of handling the pension problem is not only relates to long-term stability of the whole society but also to the healthy sustainable development of the country.On the basis of foreign experience, the author takes two Asian countries, Japan and Singapore, as example. The two countries have entered into the aging society for many years with a high level of economic development and traditional thought of humanist, so they have explored the pension model which is more scientific and closer to Chinese traditional culture. Compared with Hefei city, the experience of Beijing and Shanghai is worth learning.Influenced by traditional culture, Chinese pension mode mostly relies on each individual family, though, it is far from keeping pace with the development. Then, more social public resources can be introduced to the modern community pension mode, and its advantages should be taken to tackle the aging problems. Currently, China are facing a series of plights. The degree of population aging is deepening; the ratio of raising the aging population is heightening; the ability of the small families in "422" structure to care for the aged is weakening; the development of the institution for the aged is restricted for not getting public recognition. Therefore, the community pension mode has a large room for existence and development.Based on this point, this paper selects the research of urban community care for the aged in the mode of community care as the theme, and the case study of H community in Hefei city as the object. At present, when a large number of scholars study the community care for the aged, they mainly make an analysis in theory. If they study on the problem of the urban community care for aged in certain city, most of their research are based on the national macro analysis. Due to the large regional differences in China, the development of community care for the aged is bound to exist regional differences. At present, there are few studies on urban community care for aged in the second tier city, especially the study on certain community is almost a blank. This topic,to a certain extent, fills up the gaps in this field.This article aims to discuss about the implementation of the old-aged care model in the community under the community care theories with the successful examples from the developed countries and regions. In the real operation, the following issues deserve our further study:how to allocate the community care staff? How to put the system into practice? How to coordinate different resources? How to push ahead the specific measures and evaluate them? How to encourage the old people in the community to make the best of their talents? Another purpose of this article is to clarify the position of community care in the old-aged care. It refers to a breakthrough based on the actual needs in the community old people’s care, feasible system and its implementation, people’s attitude change from traditional care to socialized care, an integration of different public and social resources to satisfy the diversified old-aged care needs. All of those measures will significantly reduce the pressure from aging population to the individual family and even the whole country.
