The Research Of Issue And Countermeasures On Community Home Care Services In Changchun City

As China's aging population keeps increasing,the functionality of traditional Elderly Home-Care model has weakened because of family structure changes,fewer offspring and other problems,and can no longer provide enjoyable retirement lives for elder people.In the mean time,Institutions Care model cannot provide high quality elderly care service either due to economic constraints,management loopholes and traditional views of elderly care.With continues improvement and progress of the economy,technology and medical care,the average life expectancy is increasing in China,causing it to grow old before grow wealthy.A new elderly care model that could compensate the insufficiency of traditional elderly home-care model and institutions care model is urgently needed.By the improvement of the urban community construction and to better accommodate elder people highly think of family attachments,the Community Service model for home care of elderly has emerged.This model highlighted the responsibilities of family,state and society.It allows the elders enjoy the professional services provided by Community Service while staying in their familiar living environment.The Community Service for home care model has now become more important since it better serves elders.However,knowing how to perfect service levels,enrich service contents and better satisfy elderly people needs are the keys of better run this model.Changchun Home-based Care Services implementation has encountered many problems during the past.The purpose of this article is to give some constructive suggestions by analyzing these problems and make Changchun community home-based care service to better play its important role and serve more elder people.The article has used literature analysis,method of comparative,interviewing method,field investigation method,community embeddedness theory,Maslow's Hierarchy of Needs,community care theory,and considering the actual needs and providers conditions of Changchun,concludes the major problems of Changchun Home-based Care Services are: insufficient government intervene,unequal demand and supply,the lack of effective integration of resources and consciousness of service.And based on Changchun's actual situation,gives the following suggestions: establish and improve the laws and regulations of the community home care service;constitute the standard of community home care service industry;improve the supervision mechanism of community home care service;construct intelligent service platform;provide comprehensive and diversified services;cultivate professional community home care service talents;integrate social resources to improve community home care service;strengthen the publicity of community home care services.
