Research On The Fragmentation Of Government Governance In Metropolitan Areas

With the acceleration of urbanization, the development of urban will evolved from the development of individual central city for the development of metropolitan areas. This evolution is what be called metropolitanization. Experience shows that there will be all kinds of fragmentation during the development of the metropolitan areas. Therefore, the governance of fragmentation becomes the key in the governance of metropolitanization.Based on the previous important theoretical perspectives, we got a clear definition of the metropolitan areas, fragmentations and the governance of fragmentations from theoretical perspectives to practices. From the point of the function of government we analysis the inherent logic and causes about the fragmentations through the "principal-agent theory"; From "principal-agent theory", we summed up the governance theories in different periods, noting that metropolitan governance on fragmentation should be from the problem-oriented, one-stop service, government integration and cross-border cooperation.Further, this paper shows the status and characteristics of Hefei metropolitan area. From the analysis of Hefei and its suburban counties particularly Feidong county we can find the fragmented relationship between cities and counties. Through the analysis of fragmentation’s basic reason we can get the consequence that under the "counties financially independent" financial system, the city does not have sufficient power to solve the problem of poor commuting between cities and counties. Especially in the planning and construction of its metro line, Hefei takes clearly conservative behavior, and did not consider reasonable commuting layout in Hefei metropolitan area as a whole. We can get that there will be fragmentation problems in cross-administrative division region and there also will be fragmentation problems metropolitan in one administrative district.Finally, based on the theoretical analysis and practical cases, this paper proposes some ideas of the governance to metropolitan area fragmentations, especially for Hefei metropolitan area.
