Research On The Farmers’ Political Participation In Theconstruction Of Grassroots Consultative Democracy

Political participation is an important symbol of democratic political development. China is a historic country with farmers being the main body. To some extent, the degree of farmers’ political participation has become important criterion of the level of China’s democratic political development, has always been attached great importance to by the party and state. Socialist consultative democracy is a form of democracy that people carry out extensive consultation on issues of common concern and form consensus under the leadership of the CPC. The report to the 18 th National Congress of the CPC points out that the socialist consultative democracy is an important form of people’s democracy, and grassroots consultative democracy should be carried out actively. The Third Plenary Session of the 18 th National Congress of the CPC further emphasizes consultative democracy is the specific form and unique advantage of socialist democratic politics in China, is an important embodiment of the Party’s mass line in the political field. Promoting citizens’ orderly political participation is inherent to the development of socialist consultative democracy, while actively carrying out grassroots consultative democracy is inseparable from the farmers’ orderly political participation. They correspond to each other, both pursuing the orderly and rational political participation. The article tries to launch a comprehensive research and analysis of farmers’ political participation from the perspective of grassroots consultative democracy, combined with academic studies of farmers’ political participation, grassroots consultative democracy as well as the relation between them. The article puts forward useful measures and beneficial suggestions to promote the farmers’ political participation on the basis of an objective analysis of present situation and constraints of the farmers’ political participation, to hope this study serve as a reference for the effectively promotion of farmers’ political participation, actively development of grassroots consultative democracy and powerful advancement of rural democratic political process. This paper consists of four chapters.The first chapter is the introduction, including the background and significance of this research, research status, research methods and the innovation of the article.The second chapter is the basic theory of grassroots consultative democracy and farmers’ political participation. In this part, the basic theory of grassroots consultative democracy is introduced from three aspects of the connotation of socialist consultative democracy, the definition of grassroots consultative democracy, and the characteristics of grassroots consultative democracy; the basic theory of farmers’ political participation is introduced from three aspects of the connotation of political participation, the definition of farmers’ political participation, and types of farmers’ political participation; the value of farmers’ political participation in the grassroots consultative democracy construction is emphatically discussed.The third chapter explores present situation and constraints of farmers’ political participation. With the continuous development of the rural economy and society, the gradual improvement of the democratic political system, the level of farmers’ political participation has been greatly improved, but there are also many problems: high enthusiasm but lack of rationality; high expectations but poor efficiency; wide range but not enough depth; progress and disadvantages coexist. The article discusses respectively the three aspects that compact the expansion of the farmers’ orderly political participation which are backward rural economy, unsound political participation system and farmers’ weak self-quality.The fourth chapter focuses on the countermeasures for promoting farmers’ political participation in the construction of grassroots consultative democracy. Based on the analysis of the farmers’ political participation constraints, the article puts forward tracers to promote farmers’ political participation: increasing the income of farmers to consolidate the economic foundation of political participation; improving grassroots democratic system to smooth expression channels of farmers’ political participation; improving the farmers’ overall quality to cultivate qualified political participants.
