Study On Improving The Effectiveness Of Grassroots Political Consultative Deliberative Democracy

In 2012, in the Congress report, the 18th conference of the Communist Party of China firstly made an argument: "socialist consultative democracy is an important form of democracy in China", stressed that "give full play to the CPPCC as an important channel for action of a deliberative democracy" and will develop the deliberative democracy as an important aspect of adhering to the political development road with Chinese characteristics. It can be said that the 18th conference of CPC made a new deployment in developing people’s democracy more extensively, more fully and more sound, sticking to the socialist political development road with Chinese characteristics and promoting the political system reform. As a grass-roots political consultative conference organization, how to effectively play the role of an important channel of deliberative democracy and special consultative mechanism, how to further strengthen the institutionalization, standardization, program construction, how to set up the mechanism of long-term protection of deliberative democracy and how to carry out the organization of deliberative democracy is a pressing matter of the moment is the grassroots of the CPPCC and also the important subject of theoretical research for improving the effectiveness of grassroots political consultative deliberative democracy, expanding the CPPCC its social influence, reflecting the value and function of CPPCC as a specialized consultation mechanism.Therefore, this paper takes the People’s Political Consultative Conference of Qingbaijiang District of Chengdu City as the research object. Through the analysis of practical work of the grass-roots political consultative conference and existing problems in adhering to a center (economy), grasping the two main themes (unity and Democracy), fulfilling the three functions (political consultation, democratic supervision and participation in politics), playing four major roles (coordinating relationship, gathering strength, offering advice, serving the overall situation), coordinating five relations (relations among political parties, ethnic relations, religions, classes, and relations between our compatriots at home and overseas), this paper makes a rational and forward-looking research in the principle, content, form, procedure, security of the important role of deliberative democracy channel by means of observation research method, literature analysis and empirical research methods in order to analyze the existing problems and reasons of basic political consultative conference in performing its functions and carrying out the deliberative democracy, then think on the basis of their own work practice, and put forward countermeasures and suggestions on further improving the effectiveness of the CPPCC.Under the guide of the spirit of the 18th conference of CPC the Third Plenary Session of the eighteen CPPCC, this paper puts forward specific measures and countermeasures on the systematic mechanism and actual operation of democratic consultation by the Grassroots Political Consultative Conference in order to provide help and references for the role of democratic consultation, the manifest of value and own function of the grass-roots political consultative conference and promoting and improving their capability of modernization level of the Chinese people’s Political Consultative Conference.
