A Research On The Optimized Path Of Democratic Consultation In Grassroots Political Consultative Conference

Since the reform and opening-up,Chinese economic develops rapidly.Along with the increase of economic,people's living standard also improves.Therefore,people are not only satisfied with the basic guarantee from material life,but also gradually seek more political rights and public service.In addition,with the continuous improvement of people's ideological and political quality,their demands for democracy are increasing.The 18 th National Congress of the Communist Party of China firstly confirmed the concept of“deliberative democracy”,established the concept of “socialist deliberative democracy system”,planed and deployed “socialist deliberative democracy system”.However,it embodies the practical innovation,theoretical innovation and institutional innovation of the socialist democratic politics from the Chinese Communist Party.The Third Plenary Session of the 18 th Central Committee of the Communist Party of China proposed a decision named“Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform”,which scientifically defined what is deliberative democracy and emphasized that consultative democracy is a unique form and distinctive advantage of Chinese socialist democracy and an important embodiment of the Party's mass line in the political field”.At meanwhile,this decision makes a series of institutional arrangements which are helpful to promote wide,multi-tiered and institutionalized consultative democracy.In January 2015,the CPC Central Committee proposed that steadily promoting the grassroots consultation through the Opinions on Strengthening the Construction of Socialist Deliberative Democracy,as well as the opinion that “to do a large number of decisions and work involving the interests of the people,mainly happens at the grassroots level.To follow the requirements of consultation in accordance to the people or consultation for the people,it is important that to establish and perfect the coordination linkage mechanism of grassroots deliberative democracy,to steadily develop grassroots consultation,which helps to solve practical difficulties and problems of the masses of the people,resolve conflicts and disputes in time,moreover,promote social harmony and stability”.The essence of democracy is the rule of the people,therefore,it is extremely important to do the work of grassroots democracy.The grassroots democratic consultation is a measure of the Communist Party of China to respond to the demands of the people's democracy,as well as an important part of the socialist democratic political system.To do the work of grass-roots democracy better needs to establish an effective grass-roots political consultativemechanism of deliberative democracy,which not only guarantees that grassroots people can discuss what they concerned,and also enhances people's awareness of their homes,then makes them generate the strong sense of belonging and responsibility.Deliberative democracy theory provides a new path for China to carry out grassroots democracy of China.Firstly,this paper summarizes the knowledge of deliberative democracy theory.Secondly,combining with the researches and practice materials of Chinese grass-roots deliberative democracy,this paper analyzes the operation status of CPPCC Members Street Studio in District H,Guangzhou.Thirdly,we seek the problems of grass-roots democratic consultation mechanism in District H and explore the corresponding reasons of these problems.Fourthly,we summarize and draw lessons from the experience of Democratic Talkfest in Zhejiang Province,Citizens-assessing Activity in Jiangsu Province and Community Forum in Hubei Province.Finally,we put forward several countermeasures to optimize the operation of democratic consultation mechanism of District H.
