Research On Local Government Performance Evaluation In The View Of Six-sigma Management

Government performance evaluation is a mean to measure the effectiveness of government, it is also the important basis for government to improve management. Scholars’ research on performance evaluation emerge in endlessly since it was introduced to China in the 1990 s.Especially in 2005,the government work report pointed out to establish a scientific system of government performance evaluation, various kinds of theoretical research are springing up constantly.In the 1970 s, western countries tried to use enterprise management concept to improve government performance due to government plights. In the 1990 s, using enterprise management mode to improve government management has become an important trend of government reshape. Compare with the enterprise performance assessment, the government’s performance evaluation is still in the exploration and reference stage. Referencing to the successful enterprise performance management provides a new perspective for the government performance improvement. Since the end of the twentieth century, China’s local governments’ concern on service quality is growing constantly. To improve the quality of local government management and services and perfect government performance evaluation system, this paper based on Six-sigma management which arose in company in the 1980 s, looking on local government performance evaluation. So, it provides a new perspective for government performance evaluation and provides new process and tools for the operation of assessment. As a management pattern focuses on quality、process、customer, Six sigma management coincides with the new public management ideas and has become to a new fashion enterprise management. Early in 2002, Shanghai of China has invited experts of Juran Institute, hope to talk about the theme of six sigma. Currently, studies on the application of six-sigma management and its real operation in government is still rare, but to my mind, it brings about a high standard quality management mode to government entrepreneurial innovation, six-sigma scorecard brings new enlightenment to the performance assessment indicators design. It contributes to the systematic and efficient of government performance evaluation.This paper is structured as follows: firstly, elaborate the connotation of government performance evaluation and six sigma management, define the scope of government performance evaluation——the organizational level. By the comparison of government performance evaluation and company’s and analysis of the practices of six sigma management in the United States to point out the feasibility of six sigma management application in our government. Secondly, describe the present situation of Chinese local government performance evaluation in the view of Six-sigma management, focus on problems of concept deviations in local government performance evaluation 、unreasonable design of indicators、continual improvement and so on.Then put forward that evaluation is quality、customer、service、value oriented and based on the complete data. Create network evaluation system and continue to follow up, optimize the entire process of local government performance evaluation, for example, improve the evaluation process in DMAIC way, design evaluation indicators with six sigma scorecard, at last, build a solution applicable to local government performance evaluation system in our country.
