Research On The Government Responsibility In Promoting The General Aviation Development In Jilin Province

As an emerging industry, general aviation has irreplaceable advantages in the transformation of economic growth mode, the promotion of local economic and social development and the provision of the convenient and efficient public service. Also, its development has risen as a national strategy. With the introduction of the series of national favorable policies, general aviation ushered in the unprecedented development period of strategic opportunities. At present, many local governments take effective measures to seize the set high of general aviation development. In order to promote sound and rapid development of Jilin Province general aviation, this paper focuses on the government responsibility in promoting general aviation development in Jilin Province.Based on the introduction of the previous research, the public goods theory and the analysis of the economic attributes of general aviation, this paper found a strong fit between the general aviation development and the government responsibility. Taking it as a logical starting point and the government responsibility theory as the instruction, we analyzed the necessity of the development of general aviation in Jilin Province and deepen the significance of general aviation development. Through the comparative analysis of the general situation of general aviation development in Jilin province and other provinces, we elaborated the urgency of the development, and tapped up the comparative advantages of Jilin Province in market demand, economic development, regional resources, supporting policies and industry foundation. In addition, we demonstrated the feasibility of accelerating the development of general aviation in Jilin province. From the perspective of public management, we also analyzed the restricting factors of the general aviation development in Jilin province, such as regulatory environment, operating environment, government guide, market stimulation and infrastructure construction. Finally, in reference to the domestic and foreign practices, we concluded that the government should bear given responsibilities to promote the development of general aviation in Jilin Province.For the first time, the general aviation development in Jilin Province is taken as a research object. From the perspective of public management and government responsibility, we studied how to promote the development of general aviation in Jilin Province. In this paper, we solved the problems of why general aviation should be developed, why the development of general aviation should be led by the government and how to develop general aviation. In a word, if the government attaches great importance to the development of general aviation and makes scientific development plans and makes clear the development direction, and also creates a good policy environment and operating environment, development advantages will certainly push forward the development of the industry rapidly. At the same time, rapid industry development will contribute a lot to the social and economic prosperity of Jilin province.
