Comparative Research On The Legal System Of General Aviation Safety Supervision Between China And The United States

With the rapid development of aviation technology and the promotion and implementation of low altitude airspace opening policy,China’s general aviation industry has ushered in new development opportunities.However,with the rapid development of general aviation industry,negative events threatening China’s general aviation safety occur from time to time.The imperfect legal system of general aviation safety supervision in China is still prominent.Although China’s general aviation is developing rapidly at present,compared with the United States,a powerful general aviation country,China started late,and the flight hours,fleet size and number of airports are far from each other.Comparing China’s general aviation safety supervision legal system with the United States,we can find that there are still many problems to be solved in the safety supervision legal system of China’s general aviation industry.Based on the current development of general aviation industry,under the guidance of general aviation safety supervision principles,through comparative analysis and dialectical analysis,taking the relatively complete general aviation regulations and policies of the United States as the experience,and combined with the actual situation of our country,we should build a more scientific and perfect general aviation safety supervision legal system as soon as possible.With the goal of promoting the safe and orderly development of general aviation industry and based on safety supervision,a coordinated and complete legal system is established.As for the structure of the article,the first chapter introduces the definition and characteristics of China US general aviation,introduces the main body of safety supervision of China US general aviation,summarizes the main principles of general aviation safety supervision,and emphatically analyzes the necessity and importance of using legal means to realize safety supervision in the part of the legal role of general aviation safety supervision;The second chapter compares and analyzes the problems existing in general aviation safety supervision between China and the United States;The third chapter compares the legal norms of general aviation safety supervision between China and the United States;The fourth chapter compares the implementation of specific legal systems from three aspects: general aviation personnel,general airport and airspace division between China and the United States;The fifth chapter puts forward a series of measures to promote safety supervision under the legal system of general aviation in China.The development of general aviation industry is not achieved overnight.As a strategic emerging industry in China,general aviation industry plays an important role in the future national economic development and pattern.Therefore,in order to promote its safety development,society,government and enterprises need to form a joint force,improve supervision,overall coordination,and establish a set of legal compliance and long-term safety supervision system from top to bottom.
