As the deepening of the reform and opening-up process in China, accompanied with the gradual opening of the political system, drives the Chinese economy to grow s teadily and become globalized, the amount of traditional transnational crimes has been increasing in recent years. For example, in Guangzhou where transnational crimes prim arily take the form of drug-related crime, 151 foreigners were prosecuted in 2014 for c ommitting drug-related crimes, nearly double the number from 2013. Since drug-related crimes lead a chain of vicious crimes and most drug-related crimes are bulk crimes, the sentences for drug-related crimes are relatively long. In Guangzhou, there were 387 fore igners sentenced to life imprisonment for drug-related crimes between 1997 and 2013, which constitutes 56.4 percent of all drug-related criminal cases committed by foreigners in that period. Despite the increase in the number of foreign prisoners, the existing "Prison Law" in China does not include provis ions that specifically apply to the management of foreign prisoners due to the fundamen tal realities of China. Therefore, in the absence of legislation, the management of foreig n prisons faces substantial challenges. Using the example of GuangDong Panyu Prison, this paper examines the current situation of managing foreign prisoners and identifies m ajor problems as well as their causes. The findings of this paper have important practical implications for improving the management of foreign prisoners in China.This paper studies the management of foreign prisoners in China, using Guangdon g Panyu Prison as an example. Chapter 1 defines prison management by explaining its meaning, features and functions and introduces the basic theory of prison management. Chapter 2 analyzes the management of foreign prisoners in Western count ries, with the focus of analysis being special policies and cultural differences. Chapter 3 discusses the current situation of managing foreign prisoners in Guangzhou Panyu Priso n and provides an assessment of management approaches such as labor-based reform an d education-based reform. Chapter 4 points out major problems in the management of fo reign prisoners and analyzes root causes of the problems. Chapter 5 proposes several methods for improving the management of foreign prisoners, which mainly include diversif ying management approaches, employing integrated planning, and combining soft mana gement and hard management. Chapter 6 concludes the paper.
