With the acceleration of China’s population aging and the aging condition of development, there have been more and more old people need support and care. Although, at present is still the mainstream of family pension, but due to the changes of family structure and the traditional filial piety family values weaken gradually and other factors, the traditional family endowment functions has become increasingly unable to meet the demand. In addition, the ways of the aged and can accommodate a limited number, because of high cost, infrastructure is not perfect endowment demand back end can not meet the majority of older people. In this environment, home-based care services is the most suitable choice of old people. Different cases of elderly people have different needs and wishes of old-age pension services, home-based care services focus is to provide demand driven for the old people’s retirement service. According to the actual needs of aged people, development and improvement to the family as the core, the government, enterprises, social organizations and other multilateral cooperation home-based care services to meet the diverse needs of the old people aged, the old people are important in their old age.China’s current home-based care services is carried out in the background of aging population, but due to the impact of national policies, but also with the local flexibility, so the old-age home care service development is uneven.
