However, our country old-age service system is not yet perfect, no matter is in the aspects of economy or in the psychological aspects, there are still many problems. Therefore, this paper will take the empty-nest families in the urban area of Wenzhou city for examples, to study and explore the construction of service system for city’s elderly in Empty-nest Family.Based on the theory of Marxism social security theory, public governance theory as well as the elderly welfare theory and the combined with the above theory, both inside and outside experts、scholars, reference about how to solve the problem of cities empty-nest elderly service management research, As the Wenzhou City empty-nesters for the survey, Randomly selected twelve communities to conduct investigations, ombing the basic status of Wenzhou city empty nesters, development status of pension service management organization, planning, operation, management and supervision of pension services, analyzes the city empty-nesters pension service management the main problems, Such as contradiction between supply and demand imbalance、inadequate supply of investment funds, the relevant laws and regulations are not sound, pension service industrialization lag. On this basis, the relevant experience in domestic and international pension management, combined with the actual situation of Wenzhou pension services management, put forward proposals organizational system, planning system, run the system, monitoring system and so on.
