The developments of technology drive the digital revolution and accelerate the dissemination of knowledge, facilitating access to information. Meanwhile, on a global scale, hundreds of millions of reading disabled persons are deprived the opportunity of access to basic information. The issue which reading disabled persons can’t access to work is a global issue. Many international organizations are devoting themselves to solve it. Now, the successful negotiating of Marrakesh Treaty is the latest achievement. Due to the facts that our country has tremendous population of reading disabled person, it is necessary to provide them more conveniences. Specific to the issue, the dissertation, combined with the latest international model of legislation, aim to improve the system of copyright fair use for reading disability person. The dissertation is divided into four chapters:The first chapter of dissertation is the overview of the issue. At first, the chapter raise the issue of reading disabled person can’t access to work expediently. Then the chapter analyzes the legal nature of the issue through the angle of public and private law and put forward the viewpoint that the issue is either a human right (information freedom) or an intellectual property fair use. The chapter holds the opinion that the objective in fundamentally of the above two is consistent.The second chapter analyses the essence of the issue of reading disability persons access to work while holding the viewpoint that the conflict between intellectual property and human right is the primary cause of the issue. The chapter analyze the human right nature of information freedom right and the private right nature of intellectual property right firstly. Continue with the line, the chapter elaborates the causes of conflict between them and holds the opinion that interest conflict, informatization gap and globalization are the main reasons. At the end of this chapter, the chapter indicate that act willfully in each country is irrational. The solution of the problem depends on the collaborations through all the international organizations and countries.The third chapter discusses the ways of resolution-- global governance. After proposing the conception of global governance, the chapter regards global governance as the most effective method to settle the matter. Secondly, the chapter expounds the efforts which the international organizations given. At the end of the chapter, the chapter introduces and detailed analyze the latest achievement--the Marrakech Treaty.Based on the preceding part of the dissertation, the last chapter presents the more optimized project for fair use system in China Mainland. Firstly, the chapter analyzes the current legal provisions. Then, combined with the Marrakech Treaty, the chapter proposes the detail project to improve the fair use system for reading disabled persons in China Mainland.
