On The Study Of Police Mediation From The Perspective Of Social Governance

Social governance, which was elaborated from promoting the manner of social governance and innovating the system of resolving social conflicts,was proposed at the Third Plenary Session of the 18th CPC Central Committee. A new change has been made to the governing principles of CPC by changing the concept from Social Management to Social Governance, which presents new demands to public security mediation of the police. To better meet the demands of social governance by promoting police mediation system, this thesis concludes the experience of public security mediation of local police stations in Licheng District in Jinan city and analyzes the factors that hinder the effect of mediation, to make suggestions based on practical situations and advanced experience of foreign social governance to achieve the purpose.This thesis is composed of four parts:the first part is a brief introduction of the concept, legal ground, the advantages and functions in maintain social stability of the idea to illustrate that police mediation of local police stations is irreplaceable in social governance; the second part further analyzes the effect of police mediation in the daily work of the police by briefly introducing the status quo of mediation of local police stations in Licheng District in Jinan city; the third part gives an analysis of the bottleneck effects of mediation in governing society and confusion it brings to police officers, the last part explores the ways improve police mediation so as to alleviate the burdens on grassroots police officers.This thesis proposes that laws and regulations be improved, standard of mediation process as well as the effect be specified, mediation ability of police officers be enhanced to raise vitality of police mediation so that it can take root and develop in social governance, better serve the grassroots, and better embody humanistic concern and values of freedom of socialism.
