Research On The Status Quo Of "Urbanization Of People" In Dismantling Villages And Setting Up Urban Communities And It’s Governance

Since the founding of new China, the urbanization of our country has experienced two stages, the first stage is slow urbanization, from the eve of the founding of new China to the reform and opening up; the second stage is rapid urbanization, since the reform and opening up. The first stage of the urbanization hindered the process of our urbanization and the second stage leads to the phenomenon of "false urbanization" namely the lack of man’s all-round development, which triggered a series of social problems, such as the Migrant workers problem and the Social integration problems of residents from dismantling villages and setting up urban communities. Therefore, in order to advance China’s urbanization, we must enter the third stage, the "urbanization of people", namely to transform from the rapid growth of quantity to the rapid promotion of quality, to promote the human-centered urbanization. The top-level policy system aimed at migrant workers problem has gradually improved, in the recent future, the problem will be effectively solved gradually. The social integration of residents from dismantling villages and setting up urban communities, however, is relatively lack of top-level policy design and practical experience at the grassroots level. Therefore, our research angle of view focus on the "urbanization of people" of dismantling villages and setting up urban communities.The "urbanization of people" is proposed in recent years, along with the new urbanization construction, therefore, there is no clear definition in the academic circles. In combination with the connotation of the citizenization and modernization of people, the "urbanization of people" should be defined as:under the background of urbanization, the urban civilization gradually take the place of agricultural civilization and the way of city life replaces the way of rural life, during this process, the farmers should be translated from "villages" to "communities "in aspects such as living space, mode of production, ideology, life style, social interaction and cultural identity. According to the present situation that residents from dismantling villages and setting up urban communities have been transformed in the professional identity and the mode of production, therefore, the specific content of "urbanization of people" further divided into the urbanization of living space, the urbanization of lifestyle, the urbanization of social interaction and the urbanization of social involvement.Sijiqing street, which is located in Jianggan district, Hangzhou, starts dismantling villages and setting up urban communities earlier than other communities. As the representative of the community, Sijiqing street has theoretical and practical significance. From the living space, lifestyle, social interaction and community participation to analyze the status quo of’urbanization of people’in dismantling villages and setting up urban communities specifically. And further study the advantages and obstacles in the process of the "urbanization of people" with the existing policy document. Finally the community governance countermeasure of the "urbanization of people" of dismantling villages and setting up urban communities is put forward in the perspective of system supply and grassroots community governance innovation. From the macro level, to make policy support system, from the meso level, to promote the innovation in grass-roots community governance, and from the micro level, to help residents improve themselves.
