I. In Suburb Community Governance Research In China

With the acceleration of urbanization and the further reform of economic system of urban and rural, the interaction between urban and rural is strengthened. There forms an obvious handover area between the city and village-----Urban fringe area. Urban fringe area is the place where the urban and rural areas crisscross and blend with each other and it’s the battlefront of the urbanization. The structure of land utilization, social and population characteristics changes, and has the characteristics of urban and rural. Urban fringe area objectively reflects a series of profound rules about residents’migration, which was formed after a long-term. The urbanization of fringe area directly reflects the construction and management of dismantling Villages and setting up urban communities.The first two chapters of this paper mainly discuss the community governance about the urban fringe area which is the special one. Combined with the related analysis of theories about community governance, this paper illuminated the changes of urban and rural area, the background of dismantling villages and setting up urban communities and it also discusses the particularity of the urban fringe and the policy of changing the rural into community. And also this paper summarizes the social changes from the conduct of dismantling villages and setting up urban communities.Under the theoretical conception, considering that Huangdao is developed in economy and dismantling villages and setting up urban communities, and to the effect that it’s the model area in dismantling villages and setting up urban communities in our country, the third part in this paper chooses Huangdao which is the Economic Development Zone of Qingdao as an empirical case. Combined the research of dismantling villages and setting up urban communities in Huangdao and data analysis, the author conducted a field survey to the actual state about the dismantling villages and setting up urban communities in this region. It has achieved good effect in processing the collective asset and constructing the community organizations and community infrastructure. There are also some problems in the management, for example:the system of community management is not suitable, community employment is difficult to integrate into the city and the "software" construction of community management loses balance, etc.On the basis of above problems formed in the process of dismantling villages and setting up urban communities, the forth part discusses the countermeasures and suggestions about perfecting the governance in dismantling villages and setting up urban communities. We can make a good effort in these areas:Promoting the integration of urban and rural, optimizing the system of community management, ascending community comprehensive ability and establishing multiple subject autonomous space and so on.
