Study On Issues Of Local River Basin Management Legislation

Taking Guangzhou flow river basin management for empirical case, point tosurface, this article researches and expounds the existing problems of local basinlegislation in our country and some improvement suggestions. First of all, this articledoes a general overview on river basin management. Based on consulting a largenumber of our basin legislation related materials and the existing research theories,the basin of the related concept are defined. This paper expounds the guiding ideologyand legislation mode of watershed management, researches and expounds thenecessity and feasibility of river basin management legislation mode which iscomminuted by river basin management and administrative zone management. At thesame time, it discusses the role of river basin administrative agencies, responsibilityand organization form. Then it focuses on analyzing the basic information of flowriver basin management in Guangzhou. By analyzing Liuxi river water resourcespresent situation, it elaborates Liuxi river basin’s important strategic position inGuangzhou, points out that the current problems of Liuxi river basin water resources;then further, it sums up and summarizes Liuxi river basin management legislation,expounds the effect, status quo and the main content of Liuxi river basin managementlegislation. In the third chapter, through the query and the reading of a large amountof information, it introduces the United States, Britain, Australia and the othercountries’ effective methods and experiences in the aspects of local river basinmanagement and analyzes and summarizes the enlightenment of outside basin to localriver basin management legislation in our country. In the fourth chapter, throughcomparing Liuxi river basin management legislation and other local river basinlegislation, it deeply analyzes the existing problems in local watershed legislation.Finally, with the most dense ink, it emphatically elaborates some improvement legalcountermeasures of river basin management: improving river basin managementlegislation; building a stronger river basin administrative agencies; strengthening theadministrative law enforcement of river basin management, enhancing theeffectiveness of valley law enforcement; attaching importance to public participation,intensifying efforts to widen the way of public participation in watershedmanagement.
