The Study On The Action Strategies Of Village Cadres In The Rural Cultural Construction

As an important component of Chinese rural spiritual civilization construction, rural civilization take village cadres as an indispensable and intermediate link to start in the specific arrangements and organizations of actual construction. When the village cadres to carry out the rural cultural construction work, because the role requires and some rules, they need action strategies in order to complete the work. Then, what kind of action strategies will the village cadres tasks? Why do they need to adopt the action strategies? What should these action strategies relationship with rural society be? What questions have these action strategies reflected? How to solve these problems? Based on this consideration, this study selected the village of Y in Nanjing as study site, taking the construction of the village stage in Y village as a case, taking the village cadres’action strategies as the object of study, describes their action strategies, study on these action strategies combined with the social practice theory of Bourdieu, found the problems of cadres’action strategies in the construction of rural culture, put forward to solve these problems.The research showed that the village cadres to make adjustments according to the stage and different situations, then they select the appropriate strategies. In the acceptance stage, object of village cadres’action strategies is the town leadership. Their action strategies reflected in the negotiations personnel selection at the first. Second, their action strategies reflected in their use of "soft power".In the implementation stage, object of village cadres’ action strategies is the villagers. Their action strategies reflected in the selection of personnel and working steps, by the use of specific action strategies, carry out mobilization work for "submissive" villagers, "disobedient" villagers and " non-committal" villagers, finally, they reached the goal.The position of village cadres in the rural field determines the need to use action strategies, in order to guarantee or improve their position in the rural field. In the village cadres, the village Party branch members directly connected to the town government and the village cadre group, the village committee members directly connected with the villagers, there is also some crossovers between the two parts, they connected with the town government and the rural society as a whole. In the relationship network of semi acquaintance society, Village cadres and villagers relationship not only includes human relations in traditional acquaintances society, also includes the rational relationship in strangers society, and shows that the human relationship gradually weakened, and the rational relationship gradually enhanced. In the choice of specific action strategies, the idea of the "absolute obedience and liberal democracy" and the "ethics of human relations and legal rules" in the action specification will have an impact on the village cadres. The formation of habitus root in the rural field which matching the criteria of current rural society. Habitus is the principle of the formation of village cadres’action strategies. The rural field provides the corresponding capital for village cadres, village cadres will make trade-off according to its own capitals in the practical work of rural field, quality through the consideration of resources make the action strategies. These capitals is the guarantee which the village cadre can implement action strategies successfully.The village cadres play a great role in promoting the national will, this effect is reflected by the village cadres’action strategies. In addition to the use of formal power, the use of local resources to strengthen the country power in the rural social, the village cadres promote the completion of state regime construction task. In fact, In the process of using the action strategies, there are also some problems. Village cadres blurred the Significance of rural cultural construction or even ignored it. They dependence on traditional ethics overly. Sometimes there will be some deviation on the operation of power when they use the capital. Therefore, the need for standards from three aspects:strengthen ideological education, Strengthening the system management and to implement the democratic supervision.
