In recent years,straw burning has been incorporated into the control scope of the law on the prevention and control of atmospheric pollution as social and public issues.Prohibiting straw burning has achieved initial results since the country has spent big on it,and related departments have done a lot of work.However,implementation of the policy varied with different villages,some peasants have resistance to the policy,and straw burning happens sometimes.As the key role in village governance,village cadres have to play the nation "agent" responding to national policy and performing corresponding obligations in the process of the implementation of the prohibiting straw burning policy.Meantime,they have to play the peasants "head" listening to their views,and protecting their interests.Then,what kind of strategies village cadres will adopt in order to ensure the policy implementation?Why do they need to adopt these action strategies?What are the factors affect their action strategies?This study selected the Z village in north of Jiangsu Province as study site,described the village cadres' action strategies,studied on the internal logic of these action strategies applying the social practice theory of Bourdieu,and conducted further thinking and talking of reflected problems.The research showed that the village cadres choose different action strategies according to different situations and work objects.In the work preparation stage,action strategies to the township government included "expressing determination" and "showing difficulty" in order to close relationship with town leaders and strive more resources and favorable conditions for the work.Action strategies to the peasants reflected in targeted personnel transferring and getting fully ready to public opinions.In the implementation stage,village cadres' action strategies reflected in their negotiation with the township government and the officer staying at the village.The village cadres got praised by the township leaders and got more support and favorable conditions through reporting work achievements and requirements.In this stage,village cadres' action strategies to the peasants was on one hand trying to shifting contradiction to the township government and the regulation,tying themselves with the peasants as a "community of interests".On the other hand,they negotiated with the peasants comprehensively utilized several strategies such as "showing weakness","granting favors" and " coerce threatening" in order to finally achieve the aim.Totally said,village cadres played an important role in the implementation of prohibiting straw burning policy and their action strategies were useful adapting to the characteristics of rural field.The position of village cadres in the rural field determines their action strategies.In the political network in rural field,the village committee had an obligation to assist the township government to conduct administrative tasks,village cadres had to play the government "agent" on one hand.On the other hand,they have to play the peasants' "head"under the villagers' self-governance system.This made village cadres caught between the government and the villagers in dilemma.Village cadres were "acquaintance" to nearly everyone in the interpersonal relations network in rural field,"human relationship" would definitely infected their action strategies to the peasants in the process of prohibiting straw burning,and made them to balance or choose between "human relation" and legal institution.Village cadres accumulated capitals from blood relationship,geographical relationship and occupation relationship.They would make trade-off their own capitals in the practical work before making choice of the action strategies.These capitals were guarantees of success for action strategies.Habitus was the principle of the formation of action strategies,which pushed village cadres to take different strategies and use their capitals in order to complete the tasks.Z village had evident characteristics of"acquaintances society"."Courtesy demands reciprocity,giving and reward calls balance"was consensus or even a "human principle" in the rural field of Z village.Anyone disobey the principle may incur accuse of public opinions.This habitus further drive village cadres to consider human factors when choosing strategies for villagers.Furthermore,"close and distant varies from different person" rooted in the concept of Z village.Under the effects of this logic,village cadres would choose different strategies according to "close" or "distant",especially when conflict occurred between the interests of "own circle" and the rule of law.As legal manager of rural public affairs and collective "agent" selected by the villagers,village cadres couldn't implement the policy of prohibiting straw burning according to the law but taking some compromised expediencies.This problem was further discussed in the study from the perspective of rural governance.Such factors as the township government to grasp the actual power,low levels of peasants participating in decision-making,part of rules about rights and liabilities are not clear enough in Organic Law of Village Committees lead to the regime of villager autonomy cannot be implemented.As a transition state,diversified values in semi-acquaintance society cause rural governance problem more complicated.Meantime,traditional village regulation and non-governmental agreement and human relations still exist and delay the process of rural democracy and legality.All these factors make village cadres choose action strategies like this.
