| The report of the 19 th National Congress of the Communist Party in China proposed to implement the strategy of rural revitalization.Rural revitalization strategy is the action guide to solve the ’ three rural ’ problems and fully activate the new vitality of rural development in the future,which has more relevance for the farmers ’ happy life and the great rejuvenation of China.To Realize rural revitalization strategy,it is inseparable from the important grasp of the policy of village cadres."Whether the villagers are rich or not depends on the village cadres;whether the village is strong or not depends on the leaders." Village cadres are the important bridge and link between the Party and the masses,the key executor of various policies,and the backbone of rural revitalization.However,due to the lack of due attention,the group of village cadres who are free from the edge of the system lacks clear cognition of the construction of new countryside in the new era,does not have a clear positioning,nor does it give full play to the advantages of posts,and even the old ideas remain at the level of “wait,rely and want ”in the past,resulting in problems such as temporary shortage,follow the beaten track,and inaction of occupation,which affect the implementation of various policies and the pace of rural revitalization.Therefore,it is urgent to study the construction of village cadres in the new era and new background,find out the solutions,provide the basis for strengthening the construction of village cadres,and provide practical reference for adapting to the convergence needs from poverty alleviation to rural revitalization,and provide practical reference for accelerating the rural revitalization.Based on the background of rural revitalization,this paper selects village cadres in Suixi County as the research object,and combines with the human resource management process to deeply analyze the current situation,existing problems and causes of village cadres in Suixi County.Firstly,on the basis of reviewing a large number of domestic and foreign documents,this paper combines the latest policy theory to clarify the functional role and team building requirements of rural revitalization for village cadres.Secondly,based on the basic data of village cadres in Suixi County and combined with interview data,this paper analyzes the problems existing in the team of village cadres in Suixi County under the background of rural revitalization through descriptive statistical analysis,such as the lack of connection between youth and yellow and the imbalance of team structure;poor performance,service level is not high;the method is single,and the training effect is not good;the backup is out of touch and the reserve force is insufficient;the old-fashioned behavior is not true.And then,this paper discusses the factors affecting the construction of village cadres.The main reasons affecting the construction of village cadres are their own ideological and conceptual limitations;insufficient job attractiveness;lagging education and training mechanisms;poor selection of reserve cadres;and inadequate supervision mechanisms complete.Based on the research results of relevant scholars and typical case analysis,this paper solves the above problems from five aspects.First,strengthen leadership and highlight ideological and political guidance;Second,broaden channels and innovate mechanisms to select and employ personnel;Third,systematic training,scientific and accurate development of talents;Fourth,optimize guarantees and stimulate entrepreneurial motivation;Fifth,strengthen supervision,adhere to strict management and love. |
