| Along with the increasingly severe fire prevention safety problems, supervision over fire prevention of shopping mall has become an important issue. Especially, the style of market has become a multifunctional synthesis with the deepening of reform and the rapid development of the economy. Therefore, it is an urgent task to strengthen the supervision and build a scientific and reasonable system for fire prevention of shopping mall.The thesis sums up and reviews the domestic and international situation about fire prevention safety problems and supervision over fire prevention of shopping mall. On the basis of these definitions, related public management theories such as public products, public safety lay a theoretical foundation for the thesis.The thesis introduces characteristics of shopping mall in Nanjing, dangerousness of fire cases, present situation and the problems of supervision, which including lower quantity and quality of administers, hysteretic mode of supervision, imperfect laws and regulations, forces of supervision are divided, administrative law enforcement is disturbed and so on. Then it makes a detailed analysis on the reasons from the following aspects: supervision system, supervision methods and citizen consciousness.Finally, some suggestions are put forward, such as we should push on the process of occupation, make the intermediary organization play an important role, build the grade evaluation of safety, promote the diversification in the investment sources of fire prevention structure credit system, make clear the responsibility of the shopping mall, guard a pass strictly by department, strengthen the daily management, formulate pre-arranged plans, make a training system perfect and so on. |
