The C hinese Communist Party in the 17 th congress report put forward the construction of ecological civilization as one of the new req uirements to achieve the goal to build a well-off society in an all-round way. The Chinese Communist Party for the first time vigorously promoted the construction of ecological civilization as an independent chapter in the 18 th congress; put forward the ecological civilization theory of respecting nature, complying with nature, and protecting nature; put the ecological civilization construction in a prominent position to achieve the sustainable development of the Chinese nation. During the two sessions in 2015, President Xi Jinping pointed out to protect the ecological environment like eye protection, to treat ecological environment like other lives. This fully reflects the importance of ecological civilization to the survival and development of the Chinese nation.With the continuous development of economy, environmental problems become more and more severer, environmental moral education has been paid more and more attention all over the world. In recent years, the environmental moral education in our country has made progress, but there still exists shortcomings and defects. Recurrent environmental moral anomie behavior and all the happening of the tragedy in our country exposed the lack of education on environmental morality. During the Mingzhi period, environmental pollution was very serious in Japan which was narrow in its land area and short of resource, while now Japan become one of the prominent countries which does well in the work for environmental protection, successfully achieved the unification of economic development and environmental protection. It has a lot of successful initiatives are worth learning for our country. Therefore, using the experience of Japan’s environmental moral education for reference and building the pattern of environmental moral education in our country are of great importance to accelerate comprehensive environmental moral education in C hina.This article first defines the object of research, explains the related environmental moral education concept, and sums up the development of environmental moral education in both China and Japan; then adopts the method of questionnaire survey on present environmental moral situation of students in both Japan and C hina from five aspects which are environmental moral cognition, environmental protection consciousness, environmental protection attitude, environmental moral behavior, and environmental moral education, to find out the real problems and deficiencies on both sides; afterwards comparatively studies the environmental moral education from four aspects as the government, society, school, family of either country, analyzes the causes of environmental moral education in our country; finally put forward the beneficial suggestions and measures for the development and reform of environme ntal moral education in our country from five aspects which are government, society, school, family, and self, so as to standardize the environmental moral behavior of people, to harmoniously unify the natural beauty, social beauty, and spiritual beauty, and to achieve the ecological civilization.
